Study On The Evaluation Of Urban Parks And Green Land Allocation Level

As an important part of urban green infrastructure,parks and green land is not only an open space for residents to play and rest,but also an important space guarantes for urban sustainable development.Since the 19 th National Congress of the Communist Party of China,the main social contradiction has changed into solving the problem of unbalanced and inadequate development.Therefore,the focus of the optimal allocation of urban parks and green land is to ensure that urban residents enjoy the fairness of parks and green land resources in the new period.However,China has always used indicators such as the urban green space rate and park land area per capita to guide the planning and construction of parks and green land,without considering the convenience of residents to reach the park and the rationality of parks and green land distribution,resulting in the obvious mismatch between the service supply of urban parks and green land and the demand of residents.So it’s necessary to establish a systematic evaluation system to measure the spatial allocation level of parks and green land.Firstly,based on the literature analysis,this paper selects indicators from three dimensions: overall situation,fairness and service quality to build the evaluation system of urban parks and green land allocation level.Then this paper uses the accessibility calculated by Gauss two-step mobile search method as the basis to measure the fairness,uses the service population ratio to measure the service level of the parks and green land,uses Gini coefficient and Lorenz curve to evaluate the fairness of the parks and green land layout,and uses the fair performance index to test the fairness of the parks and green land service enjoyed by the elderly.In addition,residents’ satisfaction with parks and green land is obtained through questionnaires,and the attraction of parks and green land to the public is obtained through Weibo data.Finally,entropy method is used to determine the index weight,and health distance model is used to build the evaluation model of urban parks and green land distribution level.The model can provide a certain reference for urban planners to complete the layout of urban parks and green land.In this paper,the the city proper of Chongqing is taken as a case city,and the spatial allocation level of the parks and green land in the city proper of Chongqing is calculated.The results show that:(1)The service population ratio of the nine districts has not reached100%,and there are certain service blind areas;(2)Except for the fairness Gini coefficient of the spatial distribution of the parks and green land in Dadukou District,which is 0.414,the Gini coefficients of the other administrative areas are all above 0.6,which is in a highly dangerous unfair state.(3)Except Jiulongpo District and Beibei District,the elderly in other districts can enjoy park green resources below the average level of the whole district;(4)There are obvious differences in the spatial allocation levels of parks and green land in the districts of the main city of Chongqing.The comprehensive healthy distance of Banan District is 0.785,which is the lowest allocation level among the nine districts.And the comprehensive healthy distance of Yubei District is 0.202,ranking first.Based on the above evaluation results,this paper analyzes the differences between the spatial allocation level of parks and green land in the city proper,and puts forward some suggestions for the administrative areas with low spatial allocation level of parks and green land.At the same time,according to the common problems in the city proper,such as service blind spots,unreasonable distribution and low service quality of some parks and green lands,corresponding suggestions are made from three levels of system,planning and design.That is the city planners can plan and construct the parks and green land by updating the evaluation index system and establishing related management systems,combining topography and landform,population distribution characteristics,population social attributes and taking into account the needs of vulnerable groups according to local conditions,and taking into consideration the age structure of residents.And psychological needs to provide targeted parks and green land services and other ways to fully realize the reasonable space allocation of parks and green land in the city proper of Chongqing...
