Research On The Examination Mechanism Of Z City River Chief System

The study of the river chief system assessment mechanism is a new issue raised with the understanding of the the river chief system and the continuous deepening of water management practices.Establishing a scientific and effective assessment mechanism is an important guarantee and a strong grasp to ensure the implementation of the river long system and achieve results.However,there are also some issues that deserve attention.The question of "who evaluates who,what,how,and how to use the results",that is,the problems in the main body of the system,the objects of the evaluation,the content of the evaluation,the evaluation procedures,and the application of the results have become a constraint on the continuous healthy development of the system.This article focuses on the above issues.On the basis of discussing the connotation and advantages of the river-length system assessment system and the development of river-level system assessments at all levels,through a review of the practice of the river-length system in Z city and the operation of the assessment mechanism,it is found that the current river-length system assessment There are problems such as the lack of scientific assessment subject settings,the inadequate assessment object settings,the inadequate assessment content settings,the inadequate assessment procedures and methods,and the inadequate use of assessment results.It also analyzes the lack of ideological attention,complex assessment content,and poor comparability.,Insufficient investment in assessment,poor process supervision,low differentiation of assessment results,inadequate legal system,and low level of informatization.Furthermore,a corresponding solution was proposed.It is necessary to optimize the setting of assessment subjects,improve the professional competence of assessment personnel,introduce multiple subjects to participate in assessments,and increase the collaborative participation of society and the public;clarify the responsibilities of river heads and water management subjects,and effectively strengthen the rivers at all levels.And the responsible unit's assessment efforts;on the basis of complying with the centralregulations,setting up scientific and reasonable assessment contents and indicators,focusing on the staged optimization of assessment indicators,and conducting differentiated assessments;increasing the transparency of assessment work,strengthening supervision of the assessment process,and improving assessments Methods and procedures,continuously strengthen the use of scientific and technological means,pay attention to the use of informatization to serve the river system assessment work,and provide strong scientific and technological support for improving the water governance system and enhancing water governance capacity;the assessment results must be combined with the comprehensive assessment of leading cadres Through the improvement of the long-term mechanism of accountability and the establishment of a sound positive incentive mechanism,the use of assessment results should be strengthened,and the legislative work of the Mayoral System should be promoted on this basis.By continuously improving the assessment system of the river length system,it will promote the innovative development of water treatment.This article focuses on the study of the practice case of the river chief system.It uses objective management and performance assessment theory,incentive theory,and the latest achievements of the Fourth Plenary Session of the 19 th Central Committee on the modernization of the national governance system and governance capabilities,and analyzes the problems encountered in practical exploration.Also,this paper make efforts to make the research on the system of assessment of the river mayor system theoretically systematic and comprehensive,and more practical and targeted in practice.
