Research On Risk Control Of PPP Project Implementation

PPP model is one of the public-private partnership models.In the process of infrastructure construction,PPP mode can not only effectively overcome the shortage of public sector funds and significantly improve the efficiency of project construction management,but also promote the further expansion of private sector revenue channels.In recent years,with the continuous development of domestic social economy and deepening urbanization,a series of infrastructure and public services are in short supply,so the application of PPP model also presents a broad prospect.However,at the present stage,the domestic application of PPP mode is still short in time and lacks relevant experience in practice,especially in risk management.However,in terms of PPP projects,risk management is also very critical and related to the success or failure of the project.Only by accurately identifying the potential risks in the project and making scientific evaluation and reasonable response to them,can the effective development of PPP projects be escorted.This study takes the risk control of PPP project as the subject,and analyzes the risk control of AC highway construction project in Suqian city,Jiangsu province according to the logical sequence of risk identification--evaluation--control(sharing).Through the definition and the theory of risk management process of the definition of risk analysis,the PPP project risk control process is divided into the identification,evaluation and control of three parts,jiangsu suqian AC highway PPP project as the main case,to construct the evaluation model and evaluation index system as the foundation,analysis combined with the project reality,has been clear about the present stage in the process of risk control of AC highway problems of the PPP projects,and put forward the targeted control in accordance with the principle of sharing policy.In the identification part,the sources and basic identification methods of PPP project risk are analyzed,and the risk factors of highway PPP project are identified.In the evaluation part,fuzzy hierarchical model is used to analyze the risk index system one by one.In the control part,the basic control method of risk sharing is adopted to explain and analyze the risk control.Then this paper uses the method of case analysis.It is expected that through this study,we can have a more comprehensive understanding of the risks of PPP project management,make a more scientific evaluation,and provide positive reference and support for the practical application of PPP mode in infrastructure construction.
