| With the steadily development of engineering technology and economic management,Chinese construction projects’ technical and economic management control has changed from traditional construction stage management to the whole process management of construction projects gradually.The entire process of technical and economic management is a project-wide process management method.It carries out technical and economic management control around all stages of the entire process of project construction.It enables scientific and reasonable technical and economic management control of all aspects of project construction.Among them,the cost control and technical management of the project are key parts of the civil engineering project,which affect the progress and benefits of the entire project.Other links have an impact on project implementation to varying degrees.Therefore,in order to optimize the management of all aspects of engineering technical and economic management,it is necessary to adopt the entire process of technical and economic management in project management to control the construction of the entire project.This article firstly makes a comparative analysis of the relevant literature on the whole process of technical and economic management,and explains the basic principles of technical and economic management;secondly,it combines the value engineering method and the earned value method of the whole process to apply to the technical and economic management of the whole process of the project.To achieve the goal of optimizing technical and economic management;then,taking a power supply dispatching building as the research object,the AHP is used to calculate the weight of the technical indicators throughout the project construction process,and the fuzzy comprehensive evaluation method is used to explore the relationship between various indicators to the power supply.Comprehensive analysis of the technical management system of the dispatching building;finally,based on the value engineering theory,the design options of different costs are compared and selected,and the optimal cost control plan in the project management is determined,and the project cost is controlled by the "winning value method" analysis.The results show that,first,the domestic management model is relatively simple,mainly in the form of command management,and little attention is paid to the whole process management and control of the project;second,the concept and content of value engineering are used in the construction of the power supply building project It is necessary to conduct a preliminary analysis of the management method;third,the construction stage is the stage with the largest technical management weight index in the whole process.For the construction stage,the construction quality control technology is the largest weight index in this stage;fourth,Plan A with lower cost and lower project delay is the optimal design plan.This paper conducts a comprehensive analysis of the technical and economic indicators of the construction project of the power supply dispatching building,provides a reference for investors’ decisions,and provides new ideas for the technical and economic evaluation method of the power supply dispatching building project in the future.It has certain theoretical and practical significance. |
