Research On The Evaluation System Of Power Market Operation Under The Dual System Of Planning And Market

The No.9 document of electricity reform issued in 2015 opened the prelude to the reform of China’s power system,and provinces began to promote the construction of the power market.However,with the gradual progress of China’s power market reform,some problems in the process of power market construction,operation and development emerge gradually.Therefore,the establishment of an effective power market evaluation system is not only conducive to reflect the problems in market construction and operation,but also of great significance to the healthy development of the power market and the improvement of market rules.But at present,China has not really established a scientific and quantifiable power market evaluation system under the dual system of planning and market to reflect the rationality of market design,the normality of operation state and the effectiveness of resource allocation optimization.It can be predicted that in the future,with the gradual acceleration of the development of China’s power market,the construction and development of the power market will face more challenges.Therefore,in this paper,a series of studies are carried out on the evaluation system of power market operation under the background of planning and market dual system,and a scientific and quantifiable evaluation index system and applicable evaluation model are constructed.To make it more scientific and effective to evaluate the operation state of the power market and reveal the development trend of the market,lay the foundation for the scientific and reasonable planning and construction of the power market,which is of great significance for the construction of high-quality power market.This paper focuses on the power market evaluation system under the dual system of planning and market.First of all,based on the research of the basic characteristics of statistical analysis business under the planning system and the influence of power reform policy on the statistical analysis business of power transaction in many aspects,the principles and characteristics of statistical analysis business under the dual system are analyzed;Secondly,the paper puts forward the design criterion and construction idea of the index system,which adapts to the dual system of planning and market,constructs the evaluation index system from the four dimensions of market operation,market efficiency,market risk and market efficiency,and studies the quantitative relationship between the relevant influencing factors and the operation of the power market by using the market state analysis model,and extracts the simplified index database;Finally,the subjective and objective evaluation methods are optimized to determine the evaluation model,that is,ANP entropy weight method and TOPSIS evaluation method based on the improvement of grey correlation degree,and the empirical analysis is carried out based on the actual data of three typical provinces’ electricity market.This paper realizes the evaluation of power market operation under the dual system of planning and market.Combined with the calculation results,the market operation situation of the selected provinces is obtained,and relevant market development suggestions are put forward.
