Study On The Application Of Public-Private Partnership(PPP)Project Financing In River Regulation In Linyi City

With the rapid advancement of urbanization and the continuous increase of urban population,urban water supply and sewage treatment are under great pressure.The comprehensive improvement of the water environment in China is becoming increasingly severe,and river management is attracting more and more attention from the government and the public.After the PPP project financing mode is applied to river management,it directly changes the situation that the government bears the construction and operation by itself,and alleviates the pressure of fiscal expenditure.The PPP model is more and more attention from all walks of life,international and domestic experts and scholars from all over the world actively research the application of PPP model,but most is about the research in the field of infrastructure construction,application studies of river the PPP model is relatively small,especially in the PPP project selection of systemic evaluation indexes and quantitative guidance for a specific project is still not enough.The main reason is that the PPP model of river management is still in its infancy,and there are some problems in this field,such as long investment cycle,low return on investment,imperfect investment environment,incomplete or ununified specific guidelines.This paper takes the river course treatment project of the central urban area of Linyi City as an example,analyzes the theory,application practice and problems involved in the operation of the project,in order to provide references for other water course water environment treatment projects in China and provide references for the government to formulate relevant policies.Based on the comprehensive study of theoretical achievements at home and abroad and the project cases that have been put into operation at home and abroad,this paper introduces the application of PPP model in municipal river course management project by taking the project of comprehensive improvement of water environment in the central urban area of Linyi city as an example.This paper USES SWOT theory to analyze the downtown linyi city water environment comprehensive improvement project channel governance has the internal advantage,internal weaknesses,as well as of the external opportunities and external threats,demonstrates the necessity and feasibility of the project adopt the PPP mode,the necessity is that can effectively solve the project construction capital source,reduce the pressure of short-term debt of local government,improve the quality of project construction operation,reduce construction cost,effective prevention project construction and the operational risk,the feasibility is the project adopts the BOT project operation method,Namely,the build-operate-Transfer(Biuld-Operate-Transfer)model can effectively pass the value for money evaluation and the financial affordability assessment.On this basis,this paper constructed the governance investment evaluation system,including the governance body evaluation system,evaluation system,governance,governance process output evaluation system index system and evaluation system of 4 p,then USES the analytic hierarchy process(ahp)and reasonable to determine the weight of each index,on the basis of the fuzzy evaluation method for evaluation of carried out after the project implementation.Found through evaluation,the PPP projects in the service efficiency of funds,operation level,project financing cost and project risk factor,the respect such as financing convenience degree score is poore.Relevant conclusions are drawn through analysis and research.The first is to summarize the necessity of using the PPP model in Linyi’s river improvement projects.The second is to point out the shortcomings in the training of professional talents and professional institutions under this model.Difficulties in the application will be revealed.On this basis,relevant countermeasures are proposed.
