Research On Improving Synergetic Mechanism Of Inter-Departments On River Course Governance In The Lanzhou Section Of Mainstream Yellow River

As the the mother river of the Chinese nation,Yellow River,gestated the great Chinese civilization.Lanzhou City is located in the upper reaches of Yellow River and it is the only provincial capital city where the Yellow River passes through.Therefore,Lanzhou City bears the task of protecting the water-conservation area in the upper reaches of the Yellow River and managing Yellow River,but the management of the river is a systematic project,involving that of the upstream and downstream,left and right banks,various departments and various authorities’ powers and responsibilities.In this case,it is difficult for the management.And many departments involved in the river course governance of the mainstream Yellow River is in urgent need of working under a mechanism that can help them achieve full collaboration,mutual restraint and promotion,so as to give full play to the functions and roles of each department involved,finally achieving effective coordination between departments.In 2017,with the publication of Scheme of Comprehensive Implementation of River Chiefs System in Lanzhou City,the government of Lanzhou City entered a new stage of management and protection of the Yellow River after gradually establishing a river chief system in four levels: city level,county(district)level,township(street)level and community level and solving multiple problems concerning the mainstream Yellow River in time by organizing river chief meetings,meetings of different departments and joint enforcement at regular time.Through efforts for more than three years,Lanzhou City has achieved some results in the management of Yellow River,but there are also some impressive problems that cannot be ignored.This paper will focus on the existing problems in the current synergetic mechanism between departments on river course governance of the mainstream Yellow River in Lanzhou City and the ways to tackle them.Based on the extensive reading of related papers,this paper is composed of a theoretical analysis framework of the inter-department coordination mechanism based on five dimensions: value,system,organization,technology and resources,and focuses on the establishment and operation of the coordination mechanism for river course governance in Lanzhou section of the mainstream Yellow River in Lanzhou City for more than three years since the full implementation of the river chief system.Through a series of interviews and questionnaires,the author finds out the problems exposed in the existing coordination mechanism,analyzes the existing problems with the theoretical analysis framework of the coordination mechanism,and proposes some measures to improve the legal guarantee system,organizational system,resource allocation,application of technology and overall reform of the administrative system for river course governance in Lanzhou section of the mainstream Yellow River.The research on the improvement of the inter-department coordination mechanism of river course governance in Lanzhou section of Yellow River will not only help promote the coordination and connection between different departments in the process of river course governance in Lanzhou City,but will also be of great importance for the governments of all regions to strengthen the inter-department coordination in various fields including in water environment management,to solve the urgent social problems and to optimize the governance system and governance capacity.
