| As an important neighboring country in northern China and an important node country along the "One Belt One Road" strategy,Mongolia has been affected by the expansion of the bilateral trade based on road transportation and the acceleration of development cooperation in recent years,and the construction of the logistics industry at border ports The problem has caused widespread concern.Studying the logistics efficiency of the China-Mongolia highway port is conducive to the infrastructure construction of the China-Mongolia port,improving the service level of the logistics industry and meeting the high demand of import and export trade.Firstly,according to the theoretical basis of ports and port logistics,16 China-Mongolia highway ports are determined as the research objects(4 ports are located in the Xinjiang Uygur Autonomous Region,12 ports are located in the Inner Mongolia Autonomous Region);the concept of "efficiency" in economics and The efficiency measurement method,by comparing and analyzing the advantages and disadvantages of the parametric method and the non-parametric method,is determined to be based on the data envelopment analysis(DEA)and the Malmquist index method,under the premise of variable returns to scale and input-oriented,the BCC-DEA,bilateral DEA,and Malmquist index method are integrated and nested to construct a new VRS-Mal model to evaluate the logistics efficiency of China-Mongolia highway ports in a more targeted manner.Secondly,determine the influencing factors of port logistics efficiency and the selection principle of input-output indicators.In the context of the "One Belt One Road",combined with the actual situation of the China-Mongolia highway port and considering the availability of data,the total annual import and export cargo volume,total import and export volume and passenger number of the China-Mongolia highway port from 2013 to 2018 are selected As output indicators,logistics practitioners and financial investment in port carrier cities are input indicators;the VRS-Mal method is used to conduct static,two-way differences and dynamic analysis on the data of 16 China-Mongolia highway ports from 2013 to 2018.The results show that the overall logistics efficiency of the China-Mongolia highway port is relatively high,but the level in Xinjiang is relatively weak.The slow technology application is an important factor leading to the low logistics efficiency,and the logistics efficiency of different levels of ports has significant differences.Finally,according to the analysis results,find out the factors affecting development,and put forward the development strategy of China-Mongolia highway port logistics under the background of "One Belt and One Road",such as deepening regional cooperation,promoting technological application innovation,and formulating directional policies and regulations based on regional advantages.. |
