| My country is a drought and water shortage country.The lack of water resources has become an important factor restricting agricultural development.With the same amount of agricultural water consumption,the construction of high-standard farmland and efficient water-saving project can effectively alleviate the shortage of water resource.Since the high-standard farmland and efficient water-saving project implemented in Hutubi County,the efficiency of water resource utilization in irrigation areas has been significantly improved,the land fertility has been effectively enhanced,the ability of crops to resist diseases and insect pests has been significantly improved Improved,and the utilization efficiency and utilization benefit of water resource has been improved steadily at the same time.On the basic data of 10,000 mu of high-standard farmland efficient water-saving project in Hutubi country,the study established the theoretical system for performance evaluation of high-standard farmland efficient water-saving projects.According to the results of field investigations in the project area and the actual operating results of the project area,we refer to the assessment of water-saving irrigation projects by the ministry of water resources to determining 12 specific indicators from five aspects:economic indicators,resource indicators,technical indicators,social indicators,and environmental indicators to lay the foundation for subsequent project performance evaluation.In addition,the construction model analysis uses the entropy method to calculate the weight for the evaluation indicators with objective data,and converts the pairwise comparison data in the analytic hierarchy process judgment matrix according to a certain method or reference standard,and calculates the total ranking weight value of the analytic granding process.Through the use of fuzzy comprehensive evaluation method,the main conclusion is drawn: the overall perf-ormance of the project is better,but technical factors have a relatively greater impact on the performance of high-efficiency water-saving projects than other factors.On the basis of this,using amultiple linear regression model to analyze the five influencing factors of agricultural water supply,agricultural efficient water-saving government financial input,water-saving technology popularization,water-saving facilities m-aintenance and protection,namely independent variables,based on each farmer’s the efficient water-saving area is the dependent variable.It is concluded that the main factors affecting the performance evaluation results of the project are the government’s financial investment and the maintenance and management of water-saving facilities.Finally,this study conclude some metheds such as fully understanding farmers,realizing join construction and management,improving infrastructure,strengthening financial support,establishing correctness concept,and improving professional management to solve the problem including lossing management,poor funding and invalid publicity. |
