In recent years, water shortages, uneven distribution, lack of water resources per capita allocation problem has seriously hampered the development of China's economy and society. In the context of urbanization construction, to promote sustainable development of water resources without restricting economic development has become an urgent need to solve the problem. For systematic construction of water-saving cities, it is not only required to have effective evaluation mechanism for urban water conservation, but also in need of effective monitoring mechanism. Only based on the current status, we could work out a water-saving project evaluation system which matches the current status of water resource in cities.Firstly, the current situation of water resources development and utilization in Shanghai were analyzed in this paper, although the overall level of Shanghai water-saving ranks top in China, but there is a big gap comparing with the international advanced level,it is still during the period for catching up with the advanced level in world. The natural water management has made some progress, but there is still a long way to go, for example, water-saving technology is not campatible with water-saving projects. Based on summarizing the existing watersaving evaluation system in Shanghai,this paper analyzes the Shanghai water saving comment limitations from the following aspects: whether it is compliance with the macro-control, whether evaluation results and means of supervision can match, wether it is helpful to technological promotion. In addition, this paper, based on problems above, not only establishes a water-saving project evaluation model from the perspective of government regulatory, but also creates a watersaving strategy evaluation model from the perspective of technical decisions.For the part of regulatory assessment for project water-saving, this paper analyzes the influencing factors of integrated water-saving projects based on economic development, industrial organization change, technological advances, and other regional water resources. Finally, this paper establishes a scientific evaluation system and assessment principles, as well as a water-saving comprehensive evaluation model based on AHP.When it comes to the evaluation of project water-saving strategies, this paper classifies project water-saving strategies,based on that, the evaluation characteristics and decision-making processes are also analyzed, in the end, water-saving strategy evaluation model is established based on fuzzy comprehensive evaluation.Finally, this paper selects water conservation projects for civil and public buildings, for example, project A for amusement park,to simulate the watersaving evaluation process and analyzes the amusement park supporting projects. Meanwhile, this paper also conducts case analyst and comparision to water saving projects based on AHP. This paper uses water conservation strategies in the amusement park supporting projects as an example, using water-saving strategy evaluation model based on fuzzy comprehensive evaluation to do the case assessment. Above all, policy and suggestions are concluded based on the eveluation results from the view of government supervision and control.
