| Photo Voltaic(PV)has been widely used in recent years due to its rich resources,environmental friendliness and freedom from geographical restrictions.Although the access of distributed photovoltaic power can alleviate the pressure of power supply,the random and intermittent characteristics of solar energy make its power generation fluctuate greatly.Therefore,as an uncontrollable power source,its penetration rate will have varying degrees of impact when it is connected to the power system.Although China’s photovoltaic industry started relatively late,it has developed rapidly,ever since China issued the "Renewable Energy Law" in 2006 and later issued a series of policies to support the development of the photovoltaic industry.At present,the photovoltaic installed capacity is far ahead in the world.As China’s economy enters a new normal period,the growth rate of electricity demand has slowed down.In recent years,the negative impact of renewable energy’s scale-oriented growth rate has gradually emerged.Renewable energy installations have been growing too fast w-hile the growth rate of electricity demand has slowed down.The grid photovoltaic consumption is gradually approaching its upper limit,and some provinces have begun to abandon the photovoltaic.On May 16,2019,National Energy Administration and National Development and Reform Commission jointly issued the "Establishing and Improving the Guarantee Mechanism for Renewable Energy Power Consumption",which divided the provinces,municipalities and administrative regions into accountability for the total consumption of renewable energy,giving a strong guarantee for renewable energy accommodation.This article fully investigates the global and China’s photovoltaic development status and related researches on the consumption of renewable energy domestic and abroad.The development history and current problems of the photovoltaic poverty alleviation policy in Jinzhai County are introduced.In respond to the national "photo voltaic poverty alleviation" and renewable energy accommodation policy.this paper proposes a two-stage PV accommodation optimization strategy based on improved PSO,PV forecast,load forecast and hydro-power dispatch to tackle with the instability caused by distributed PV generation,since Anhui province has both sufficient hydro-power and photo voltaic.In the first stage.the hydropower reserve capacity of each period of the next day is determined according to the PV forecast.In the second stage.real-time online optimization is carried out according to the actual operation data of the next day to determine the amount of power generated by each distributed PV generation during each period.Finally.the optimization strategy is verified by simulations using MATLAB and grid operation data in Tiechong,Jinzhai,and the comparison is made with the thermal power standby unit.The results show that the hydro-power units with high climbing rate can immensely increase the photo voltaic energy consumption,reduce the power loss and enhance the stability of the network. |
