The nature of the enterprise hydroelectric construction enterprises,usually is a headquarters base and several branch base composition,and most of the staff is not at the headquarters base or branch base,but perennial in a number of domestic and foreign construction site.The medical insurance of this kind of enterprises has long been the industry co-ordination,the enterprise manages itself,with the further deepening of the reform,the industry management involves less and fewer contents,the medical insurance is also transferred from the industry to the local overall management,because of the remote location of the project,the characteristics of strong mobility,coupled with the regional health insurance policies,bills are Enterprises participate in local coordination time is short,adapt to the difficulty,so as to inflame the contradictions between workers and enterprises,workers and local health insurance departments,in the process of transition,will inevitably produce a lot of problems.Taking the construction of a central enterprise in Tianjin as an example,this paper takes the negative impact of the staff medical insurance in the process of managing the handover from the enterprise’s self-management mode to the local,and adopts effective and feasible measures according to the actual situation of the enterprises.On the one hand,from the perspective of risk identification and risk quantification,this paper studies the risks faced by hydropower construction enterprises participating in territorial medical insurance,puts forward some targeted measures,and on the other hand,on the basis of employee satisfaction,evaluates the level of overall management of enterprise Medical Insurance Department,with the aim of improving the service and management level of enterprise medical co-ordinator.
