In the process of highway engineering construction,on the one hand,there are overlapping and conflicting interest demands of many stakeholders in the process of construction,so how should project managers balance the interests of all parties.On the other hand,how can project managers aim at different objectives in the process of highway engineering construction,such as progress,cost,safety,quality,environmental protection and technological innovation The main management objectives of the project are selected for management and control,so as to make rational use of the limited resources and achieve a targeted goal.In addition,in the process of project construction,it is necessary to make reliable prediction of future development and help project managers to make scientific decisions.In the stage of highway engineering construction,this paper firstly selects three main responsibility subjects(the owner,the construction unit and the supervision unit)that directly participate in the construction process as the analysis object through the research and analysis of the demands of stakeholders.Then,quality function deployment(QFD)is introduced to transform the three-party interests into project management objectives through the relationship matrix of the house of quality room.Finally,the project management objectives are sorted based on the physical engineering.The results show that the most important objectives of project management are cost management,schedule management and quality management.In order to integrate management and control of key management objectives,this paper introduces the quality earned value analysis method to integrate the progress,cost and quality management,and then uses the fuzzy comprehensive evaluation and the analytic hierarchy process(AHP)to quantify the quality index.Finally,five evaluation indexes are calculated according to the four basic values,so as to control and evaluate the construction of the entity project.According to the research of earned value method in prediction,the traditional cumulative performance index(calculate the performance index according to the data from the project commencement to the inspection time point)will submerge the actual development of the project,and the prediction of the future development is not accurate and misleads the project manager.This paper innovatively puts forward the concept of performance near the time point(calculate performance index according to the data in one or several time periods before the inspection time point)to improve the prediction method,modify the prediction index system of earned value method,and establish a management model to facilitate the project manager’s dynamic control of the project.At last,we use the near time performance method to predict the project cost and verify its accuracy and reliability.
