In order to satisfy the demand of the rapid development of Urban Rail Transit(URT)in China,it is necessary to pay attention to the impact of new line access on URT system,to grasp the law of the passenger flow change and the effect of operation organization of rail lines.It is necessary to build a timely and efficient evaluation system for rail transit capacity to provide the advice to URT operation organization adjustment.This paper analyzed the characteristics and influencing factors of train formation,train routing and skip-stop plan.The methods of the access of new line were discussed and some examples were outlined as illustration.A three-level strategy was put forward,passenger flow,transportation capacity and organization respectively,to guide the adjustment of operation organization under the condition of new line access.To understand the effect of new lines on the network structure and passenger flow in the short term,the analysis was conducted about the change of rail network structure and the competition and cooperation relationship between the stations at the network topology level.Furthermore,the internal and external factors affecting passenger flow were considered to determine the trend of passenger flow change through the study about network scale,network structure and land use nature effected by new lines.From the two dimensions of time and space,this paper also analyzed the growth rule of rail passenger flow in different periods,the distribution of daily flow and cross-sectional flow,and the distribution of passengers attracted by new lines.The study put forward the index system to inspect the efficiency of passenger waiting,boarding and enterprise satisfaction from the station level and the line level,and the method of entropy weight and fuzzy comprehensive evaluation were used to build the evaluation model of transportation capacity matching.Furthermore,the method to evaluate the rail capacity under different growth speed was determined,so that the model can examine the capacity matching after the change of passenger flow conditions under new line access.The evaluation-feedback adjustment of railway capacity with the new line access was proposed,and the diagnosis method for capacity mismatch was determined based on the results of evaluation model.After evaluation,the adjustment methods of train operation organization were summarized and the feedback parameters were determined to be introduced into the evaluation model to check the efficiency of new rail system.The urban rail Line 1 in Suzhou was analyzed using the method this paper proposed under the background of Line 3 opened.
