| China Railway High-speed Train(hereinafter referred to as CRH Train)have a constant impact on the development of our regional economy from construction to operation.During this period,many academics note the importance of high-speed rail in the revolution of regional consolidation and harmonious development.Research into the mechanism of the high-speed rail in the regional economy has always been a topic that preoccupied scientists.High-speed trains in our country have considerable crucial economic benefits.The construction of high-speed railways will enhance the domestic economy and the living standards of the citizens.It is to strengthen an important protection for the nation,the welfare of the people.In addition,the opening of the highspeed rail line will boost the economy while stimulating tax revenue growth.In order to discover the details of effect on the high-speed rail establishment on local taxation,the Gui-Guang and Nan-Guang section of High-Speed Lines,namely the GuangdongGuangxi-Guizhou High-Speed Railway Economic Zone,are adopted as the economic region in this study.In order to appraise the impact of the high-speed rail taxation,an analysis must be made from the point of view of which role HSR plays in this process.Therefore,the tax revenue of the local is chosen as the objective instrument of the article.This article makes a conclusion of the gains,which is found by so many scholars’ research on the linkage between high-speed train and the economy over the past few years.It suggests that existing research is mainly focused on macroeconomics and almost no papers can be written to assess certain economic indicators,particularly in the area of taxation.There is some discussion in the field of taxation,so the new from this article aims to disclose the impact of this kind of rails on local tax revenue,a micro perspective.This research aims to initiate from the micro perspective of tax revenue in cities that belongs to Guangdong-Guangxi-Guizhou High-Speed Rail Economic Belt Region,unveil the impact of high-speed rail on provincial tax revenue along the lines,and explore the economic affect of time and space dimensions caused by the operation of high-speed rail and attempt to illuminate the function of high-speed rail on the causes of tax revenue differences in different provinces and different government standards in different places,will further certify the reasons for high-speed rail investment and novelty ideas for the Guangdong-Guangxi-Guizhou-Yunnan Economic Belt.The conclusions drawn in this article hold the argument that high-speed trains can generate a positive function of tax revenues in the districts along the road.At the end of the article,suggestions and measures for upgrading high-speed trains are further given.The principle theoretical section of this article presents three theories of transport economics as a theoretical foundation and illustrates that unlocking high-speed rail lines can intensify the mobility of manpower,technology,capital and other elements,which will help raise the scale of tertiary industry and thereby acting on the tax revenue of the region.In order to find supporting testimony to the theoretical decomposition,in this study,41 cities in the three provinces of Guangdong,Guangxi,and Guizhou were used as samples that we want for empirical test and divided them into treatment groups with high-speed rail operations and control groups without high-speed rail switching on.The demarcation line is the year of the opening of the high-speed line in 2014.The sample is categorized into two parts in the angle of time and consequently the pattern of Propensity Score Matching of the Difference-in-Difference is coming into being.Two indicators of total tax revenue and the growth rate of tax revenue derived from provinces along the lines are used for the analysis.It is true that samples are selected efficiently,which could lower the errors and address the endogenous problem of the samples,so we conducted the twice DID tests.The first DID test was made when the samples were not subjected to PSM treatment,and then the sample which had been processed for PSM was conducted to be made the second DID test,and finally the test results can be two comparison items.After comparing the two outcomes,it turns out that the DID test result factor of the sample with non-PSM treatment is 21.4%,and the DID regression result after the PSM treatment is 14.2%,and the p-value of the modulus of tests are dominant.This proves that the growth rate of total tax revenue and local tax revenue of areas along high-speed railroad tracks is greater than that of non-high-speed station areas,in another words,the operation of the Gui-Guang and Nan-Guang sections of high-speed rail have a crucial interaction between CRH Train and the tax revenue of the Guangdong-Guangxi-Guizhou high-speed rail economic zone.The fifth chapter of this article illustrates the findings and advices on the influence of CRH Train and tax revenues.The detailed conclusion is that CRH Train is a driving force on tax revenues and can have long-term and steady direct effects,but the impact of high-speed line is implicit.Since the regional economic disparities is declining,the issues of imbalance in regional development occur more often.To make a conclusion,the research is carried out not only to add to the establishment of high-speed railways,but also to inflate the radiation effect of high-speed network.Depending on the fruition of this examination,it is a must for us to conduct a thorough regional development based on the top efficiency of taxation and dissemination of tax information technology. |
