Research On The Optimization Of Operating Performance Evaluation System Of State-owned Construction Enterprises Under The Background Of High Quality Development

In the new era,China ’s economic development model has changed,gradually transforming from high-speed growth to medium-low growth,from low-quality growth to high-quality growth.After ’ high-quality development ’ was mentioned many times in the report of the 19 th National Congress of the Communist Party of China,it quickly set off a research boom in all walks of life.State-owned construction enterprises as an important pillar of the national economy,whether in the ’ 14 th Five-Year ’ stage relying on independent innovation to take substantial steps toward high-quality development,to promote China ’s economy from big to strong has an important impact.At present,stateowned construction companies generally have low investment and production efficiency,large waste of energy funds,and low technical level.There is still a long way to go from the current high-standard construction requirements proposed by China.In order to implement and implement the five development concepts of ’ innovation,coordination,green,open and sharing ’,and further promote the significant improvement of state-owned construction enterprises in various fields of enterprise operation,this paper is based on the concept of modern corporate governance system and enterprise operation performance evaluation system.Taking J enterprise as the main evaluation sample,this paper optimizes and constructs an enterprise management evaluation system that meets the requirements of high-quality operation reform of state-owned construction companies at the current stage.This paper first describes the background and significance of the study,and then the current development of state-owned construction enterprises and operating evaluation system are summarized.Taking J enterprise as the main research object,this paper deeply analyzes the advantages and disadvantages of the company ’s existing evaluation system,and then according to the five requirements of high-quality development(’ innovation,coordination,green,open and sharing ’),uses the analytic hierarchy process and fuzzy comprehensive evaluation method to gradually construct a new set of business performance evaluation system,and uses the system to evaluate the performance of the company.The evaluation system designed in this paper conforms to the actual operation of state-owned construction enterprises,helps enterprises to make up for the defects of the existing evaluation system,improves the core competitiveness of J company ’s highquality development,and provides some reference for other enterprises in the same industry.
