Urban Rail Transit Construction Project Safety And Quality Of Government Regulatory Effectiveness Research

As an important way to relieve traffic congestion in big cities,the urban rail transit system has been extensively constructed in 40 cities in China.As a major livelihood project,its safety and quality must be guaranteed,and government supervision is the last line of defense.In the face of safety and quality accidents occurring in various places,it is necessary to study how to improve the effectiveness of government supervision on the safety and quality of urban rail transit construction projects.First of all,starting from the actual situation,this article analyzes the factors affecting the effectiveness of government supervision on the safety and quality of urban rail transit construction projects,namely,supervision basis,supervision system,supervisors,supervision methods,and supervision methods,includinglaws、administrative regulations and departmental regulations、local regulations and government regulations、norms and standards、regulatory systems、regulatory mechanisms、regulatory personnel effectiveness、incentive and restraint systems、regulatory inspections、 standardized assessments、 government purchases of services、social supervisionand other twelve specific content.Secondly,this paper constructs an evaluation index system for the factors that influence the effectiveness of government supervision on the safety and quality of urban rail transit construction projects,and uses the analytic hierarchy process to obtain the weights of the criterion layer and the indicator layer and the overall weight of it through expert questionnaires.Ranking the importance of factors affecting the effectiveness of government supervision.Using fuzzy comprehensive evaluation method,according to the different types of "excellent,good,medium,qualified,unqualified",detailed description of each evaluation level.Finally,this paper takes the Beijing urban rail transit construction project as a case,once again scoring by industry experts,comprehensively evaluates single-factor and multi-factor indicators,quantified the scores of various indicators,combined with the importance of each influencing factor,and ranks the overall weight.Analyze the indexes with large difference in fuzzy comprehensive evaluation ranking and indexes with low scores,and put forward relevant suggestions to improve the effectiveness of government supervision.This paper has established an evaluation index system for the effectiveness of government supervision on the safety and quality of urban rail transit construction projects,which is positive for improving the relevant legal system,promoting the improvement of supervision efficiency,implementing effective supervision methods and means,curbing the occurrence of safety and quality accidents,and achieving high-quality development.The promotion function can provide an effective reference for the government supervision research on the safety and quality of urban rail transit construction projects.
