| The rapid development of productivity has brought about the rising rate of energy consumption.As a high energy consumption industry,energy-saving transformation of the construction industry is the only way to realize the green development of my country’s construction industry.According to data from the 2016 China Construction Industry Yearbook,the completed public building area accounts for 20.93% of the completed existing building area,second only to residential buildings.Different from residential buildings,public buildings have rich architectural functions and usage characteristics,and their energy consumption accounts for a large part of the total energy consumption of the entire construction industry,far exceeding that of residential buildings.Therefore,it is necessary to realize the energy saving of existing buildings.The transformation must start with public buildings.At present,energy management contract(EMC)mode is widely adopted in energy-saving renovation projects in my country.The EMC model has obvious advantages in project financing and management.However,due to the short application time of the EMC model in the energy-saving transformation industry in my country,the relevant laws and regulations are not perfect,and it has the characteristics of large initial investment and long project operation cycle,leading to project risk factors Complex and changeable.Therefore,effective risk management measures and reasonable risk sharing plans must be adopted to ensure the smooth implementation of the project.From the perspective of the main participants of the project,this paper analyzes the current situation of risk sharing management of public building energy-saving renovation projects under EMC mode,and constructs a systematic risk-sharing model for public building energysaving renovation projects under EMC mode.Firstly,summarize and sort out the theoretical knowledge required for this research,including comprehensively sorting out the theoretical knowledge of public buildings,EMC mode,public building energy-saving renovation project risk sharing and game theory under EMC mode;secondly,in a large number of literature readings and questionnaires Based on the investigation,the potential risk factors of public building energy-saving renovation projects under EMC mode were fully identified,and the risksharing index system of energy-saving renovation projects was constructed;the risk matrix method based on Borda sequence value was adopted to determine the probability of occurrence of risks and the degree of impact of risks on the project.Risk evaluation is carried out using a number of evaluation criteria,the importance of risk factors is ranked,and the priority of risk sharing management is clarified;then,the fuzzy comprehensive evaluation method is used to initially share and allocate the risk factors,and the bearer of the risk factors is clarified,and based on incomplete information Under the game model under the conditions,the energyconsuming unit and the Energy Service Company(Energy Service Company,referred to as ESCO)are analyzed in a game to determine the proportion of the two parties involved in sharing the risk;finally,the “Energy-saving Reconstruction Project of Building 10 of Lanzhou University of Technology "As an example,combining the characteristics of the project,applying the constructed risk sharing model to obtain the risk sharing plan of the energy-saving retrofit project,thus verifying the operability,scientificity and rationality of the application of the model in the actual energy-saving retrofit project,and it is based on the case.Analyze the conclusions,put forward the countermeasures of energy-saving renovation project risk sharing plan from four aspects of laws and regulations,system,organization,and contract management,and provide risk-sharing management measures and suggestions for the main participants of public building energy-saving renovation projects under EMC mode. |
