| With the speed-up development of highway construction in my country,the "EPC+BOT" financing construction model has become more and more respected.The application of the "EPC+BOT" financing construction model to highway projects has been a major trend in recent years.The highway project under the "EPC+BOT" model not only includes all the stages of the traditional EPC model,but also includes the early development stage,the preparatory stage,and the later operation and transfer stage.Cost control has changed.The main differences include the role of cost control,the scope of cost control,cost control strategy,the difficulty of cost control,the owner’s control of project investment costs,the communication between the general contractor and the supervisor,and the internal coordination of the general contract.To a certain extent,the cost control of each stage of the highway project under the "EPC+BOT" model will be affected by the improvement.At the same time,the management cost control also has drawbacks,and it also changes the cost optimization method.Therefore,this paper studies the problems and influencing factors of cost control under the "EPC+BOT" mode and optimizes cost control in conjunction with the CSQ highway project,hoping to provide references for similar projects in the future.The main conclusions are as follows:(1)The identity of the general contractor in the "EPC+BOT" model has changed,which has led to the expansion of the cost control scope of the general contractor in the management of cost control,prominent cost control coordination issues at different stages,and diversified cost control considerations Wait for change;(2)The grey relational analysis method can be applied to actual projects to analyze the degree of influence of factors at various stages on cost control.The factors that have a greater degree of influence on the project in this case include the financing plan in the preparatory stage;the design quality and design economy in the design stage;Material and equipment market supply and demand relations and changes in materials and equipment during the procurement phase;construction quality,site construction management and construction organization design during the construction phase;road maintenance costs during the warranty period during the trial operation phase;road maintenance costs during the operation period during the operation phase;(3)This article combines the cost control optimization of the CSQ highway project.Among them,the interest rate of the preparatory stage has been lowered from the original 3.75% to 1.75%;after the optimization of the design stage,it has been reduced by 93.1 million yuan;the cost of the procurement stage has been reduced by 4,615,900yuan;The cost has been reduced by 12.105 million yuan;the trial operation cost has been reduced by 708,000 yuan;the cost forecast in the operation stage is expected to reduce 12.381 million yuan. |
