Research On Problem And Countermeasure Of "spring Festival Transportation" Emergency Management In Chengdu East Railway Station

With the continuous development and progress of society,the transportation mode of people’s travel has undergone major changes.Railway transportation is favored by passengers due to its fast,convenient,and safe characteristics.Especially during the“Spring Festival” period,people are more willing to choose low-cost transportation.Railway travel with high cost and high safety also brings certain pressure on the carrying capacity and management level of railway transportation.At the same time,large-scale passenger trips at railway stations during the “Spring Festival Transport” period will bring unstable factors to the emergency management of the stations.Therefore,it is very important and necessary to increase emergency management of railway stations during the “Spring Festival Transport” period.Chengdu East Railway Station is a comprehensive transportation hub that integrates railway,track,passenger transportation,public transportation and other transportation modes established in recent years.It is one of the largest railway passenger stations in the central and western regions.The establishment of the station eased the pressure on the surrounding transportation in the province,improved the transportation capacity of the province,and contributed an important force to the promotion of urban economic development.During the “Spring Festival Transport” period,while providing services to passengers,Chengdu East Railway Station must also establish an emergency management system at the station to ensure the safety of passengers’ lives and property.Based on the emergency management of Chengdu East Station during the “Spring Festival Transport”period,this article discusses the composition of the station emergency management organization,the prevention mechanism,and the basic process based on the basic principles of the “one case,three systems” theory,emergency management theory,and coordination theory.Put forward that there are problems in station emergency management,including the lack of pertinence in the construction of emergency plan system;the incomplete emergency management early warning mechanism;the inadequate linkage of emergency operation mechanism;the lack of curability in emergency plan handling.The reasons are the emergency management system not paying attention to construction;unprofessional handling of emergencies;inadequate publicity of emergencies and emergency management;lack of a relatively complete supervision mechanism.At the same time,in order to solve the emergency management problems of the “Spring Festival Transport” in Chengdu East Station,the first is to establish a sound emergency management system for the “Spring Festival Transport”,the second is to ensure the implementation of the “Spring Festival Transport” emergency plan system;and the third is to improve the “Spring Festival Transport” emergency management system.The application of emergency management procedures;the fourth is to increase the construction of emergency management laws and regulations to strengthen the emergency management capabilities of Chengdu East Railway Station,ensure the safe operation of the station,and promote the city’s economic,political,cultural and social development to provide theoretical reference and reference for the emergency management of other urban railways.
