| With social development and technological innovation,large-scale comprehensive transportation hubs represented by railway stations have gradually emerged,thus the passenger flow gradually increasing and the role of show window becoming more prominent.However,the high convergence of people,vehicles,and logistics has brought a series of problems that need to be solved such as terrorism and violence,public security problems,traffic violations,Chaos of the city,therefore,the task of social management becomes increasingly onerous.In order to effectively administer railway station areas,local governments at different levels across the country has actively took a series of management measures,different management mode and management system were formed in the process,administration experience are shared between cities.Although these innovative management modes and systems work effectively,the shortcomings of them and the obstacles originated from them cannot be ignored.The administration system of Chengdu East Railway Station area as the research object,this paper analyzes the administration content in detail and explores the origin of the current administration system,compares the administration system with those for other major railway station areas,analyzes the advantages and disadvantages of all kinds of model,finally come to the conclusion that the municipal government straight administration mode for Chengdu East Railway Station area should be insisted.Through literature review,questionnaire survey,field visits,interviews and other methods,this paper figures out the problems,barriers and difficulties existing in the operation process of the current administration system for Chengdu East Railway Station area.Five aspects of problems are summarized as follow: institutional barrier:inappropriate positioning of institution nature;Partition barrier: the status of the Administration Committee Office as the "central contractor" has not been established;Legal barrier: administration activities are not legally enforceable;Entrust barrier:administrative entrust is not in place;Coordination barrier: coordination,supervision and assessment mechanism are absent.The process of finding problems and analyzing barriers provides the basis and foundation for improving the administration system.This paper use theoretical tools such as collaborative government theory,performance management methodology integrated to explore the innovation of the administration system for the area,administrative law enforcement system,performance management mode.Reform proposals are put forward from four aspects: The first one is to adjust the administration area scientifically based on the administration content of Chengdu East Railway Station area so as to clear the administrative power and responsibility between the Administration Committee Office,which affiliated to the municipal government,and the territorial governments;Secondly,the integration and innovation of administrative law enforcement should be carried out to reduce the law enforcement teams and enhance the resultant force of law enforcement.Thirdly,comprehensively strengthen the overall management of the Administration Committee,and enhance the quality and efficiency of the administration;Fourthly,introducing social organizations to participate in the administration to make up for the absence and deficiency of the government.This paper aims to optimize the collaboration relations between the governments at different level,between governments and enterprises,between the different administrative law enforcement main bodies,thus the administrative level for the area can be comprehensively improved and better public services are provided for tourists and citizens,the ultimate development goal of security,orderliness,cleanness and serving social development of the area will be achieved.Meanwhile,it also provides useful reference for the management of other urban railway stations in China. |
