Research On Urban And Rural Spatial Transformation Mode And Planning Strategy Of Yuechi County In Sichuan Province Under The Background Of Poverty Reduction Turn

With the vigorous promotion of China’s poverty reduction strategy,urban and rural space in poor areas has developed rapidly,and the relationship between urban and rural areas has been continuously improved.With the completion of the task of poverty reduction in 2020,China has entered a post poverty alleviation era.The focus of poverty reduction strategy in relatively poor areas will shift from rural poverty alleviation to urban and rural poverty alleviation,the strategic orientation will gradually turn to the integration of urban and rural social resources,and the strategic path will also turn to the integration of urban and rural areas.Therefore,in this context of poverty reduction,how to optimize the layout of urban and rural spatial structure and achieve high-quality development of urban and rural areas is an important problem on the road of urban-rural integration in relatively poor areas in China.This paper takes Yuechi County,a typical poverty-stricken area in Sichuan Province as an empirical research area,and takes urban and rural space as the research object.Based on the analysis of urban and rural spatial development theories and cases at home and abroad,under the guidance of urban and rural integration theory,this paper adopts the research idea of "theoretical and practical analysis-diagnosis of current problems-Construction of transformation model-planning strategy response",Using the methods of literature review and empirical research,field investigation,process induction and deduction,AHP quantitative analysis,this paper combs the characteristics of urban and rural spatial evolution in Yuechi County under the background of poverty reduction.This paper constructs the evaluation index system of urban-rural integration development level in Yuechi County,and discusses the current situation and main development problems of urban-rural space in Yuechi County.At the same time,combined with the opportunities and challenges faced by Yuechi urban and rural spatial development transformation in the post poverty era,the basic connotation and spatial objectives of urban and rural spatial transformation development are proposed.Following the principles of poverty-stricken development,urban-rural integration and organic coordination,this paper constructs a network structure urban-rural spatial transformation mode to adapt to the development of urban-rural integration in the post poverty alleviation era.Finally,the paper puts forward the thinking of the transformation of spatial planning system in the new period and the planning strategy of urban and rural spatial optimization development under the guidance of urban and rural integration,in order to provide guidance for the urban and rural spatial optimization development of relatively poor areas in the post poverty alleviation era.The main contents of each part of the paper are as follows.The first part(Chapter one or two): describes the research background,purpose,significance,content,method,object scale,data sources,and summarizes the relevant theories and research progress of urban and rural space at home and abroad,refining the theoretical research basis of urban and rural space development under the guidance of urban and rural integration.The second part(three or four chapters): using the process thought to explore the urban-rural spatial evolution of Yuechi County under the background of poverty reduction from the time dimension.Under the comprehensive effect of macro meso micro factors,its spatial-temporal evolution process includes accelerated urban development and initial urban-rural differentiation;The differentiation of urban and rural areas is accelerated;There are three stages of urban-rural co construction and urban-rural integration.At the same time,the evaluation index system of Yuechi County’s urban-rural integration development level is constructed,and the analytic hierarchy process(AHP)is used for quantitative analysis to comprehensively study and judge the development level of Yuechi County’s urban-rural integration.By combing the current situation of urban and rural space development in Yuechi County,the paper puts forward the comprehensive characteristics of urban and rural village system,industrial space,living space and ecological space,and identifies the main problems faced by the current urban and rural space development,such as the fragmentation of urban and rural industrial space,the inequality of basic public services,the poor communication between urban and rural areas,and the fragility of urban and rural ecological space.The third part(Chapter five): combined with the opportunities and challenges of Yuechi’s urban and rural development in the era of post poverty alleviation,such as the era background,regional strategy and population flow,and based on the relevant cases of urban and rural integration development at home and abroad,this paper puts forward the basic connotation and spatial objectives of urban and rural integration development,The spatial objectives include the construction of a new network of urban and rural spatial structure,collaborative and efficient urban and rural production space,functional equivalence of urban and rural living space,and global maintenance of urban and rural ecological space.Finally,following the construction principles of urban-rural spatial transformation mode,the paper organically integrates the functional and structural elements,and constructs the urban-rural integration spatial transformation mode of "development pole + context axis + functional area + network structure",so as to promote the development of urban-rural spatial integration.The fourth part(six chapters): from the planning subject,planning method,planning process,planning attribute four levels elaborated the new era of space planning system transformation thinking.Based on the status quo of urban and rural space,the core issues and transformation mode,the planning strategies of urban and rural space optimization development under the guidance of urban and rural integration are proposed,including the construction of an efficient and collaborative urban and rural ecological industrial cluster with three industries integration;The public service facilities system in urban and rural areas should be precisely allocated and equally contracted;The urban and rural transportation network system of multimodal transport and connecting villages to households;Urban and rural ecological security pattern of whole area maintenance and mechanism guarantee.
