The construction industry is an important material production sector for the country’s economic development,and construction engineering is also an indispensable backbone force in the country’s urbanization process.China is in the rapid development stage of urbanization,and the demand for construction engineering products will increase rapidly in the short term.However,with the development of the construction industry and the progress of society,the government and people have higher and higher requirements for the quality and safety of construction products.At the same time,some quality and safety issues that frequently appear in the construction industry have further attracted the attention of the country and society.The quality and safety supervision and evaluation of construction projects has become particularly important.However,the traditional quality and safety supervision method is “the inspection department is also the project related department”,which lacks sufficient objectivity and reliability for the evaluation results.Third-party-based construction engineering quality and safety assessment methods are relatively mature abroad,and due to the openness,transparency and relative independence of the assessment process,it ensures a relatively more objective and fair assessment result,which is conducive to improving the quality and safety of construction engineering However,Chinese third-party assessment is still in its infancy and is not yet perfect.Therefore,this article aims to comprehensively evaluate the quality and safety of housing construction projects,establish a third-party-based comprehensive evaluation system for the quality and safety of housing construction projects,supplement relevant research,and provide the construction industry and the third-party evaluation industry the preference for the comprehensive quality and safety evaluation of construction projects.This article briefly summarizes the development status of the construction industry,and points out some quality and safety problems in current construction projects.The state and society are paying more attention to the quality and safety of construction projects.Subsequently,a review of domestic and foreign research related to construction engineering quality evaluation,safety evaluation and third-party evaluation was carried out,and it was explained that the current domestic and foreign construction engineering quality evaluation and safety evaluation researches mostly focus on method optimization,and many of them are analyzed separately,while the research content of third-party evaluation is less.Through literature review,review of relevant industry and national laws and regulations,and composite quality evaluation and safety evaluation indicators,this article has identified six first-level indicators,a total of 45 secondary indicators.Afterwards,a questionnaire survey was used to investigate the scoring of the importance of various measurement indicators by practitioners in various industries.Descriptive statistical analysis was carried out based on the questionnaire data,and the top ten key indicators with the highest average importance were obtained.This article also analyzes the similarities and differences of the importance of evaluation indicators in various industries.According to the path coefficients of the second-order confirmatory factor analysis of the questionnaire data,the weights of the indicators at all levels are calculated,and then the indicator weight vectors are obtained.Combined with the fuzzy comprehensive evaluation method,a comprehensive evaluation system for the quality and safety of housing construction projects based on a third party is established.The actual housing construction project is taken as an example to conduct empirical analysis,which proves the practicability and superiority of the comprehensive evaluation system.To a certain extent,on the one hand,the research results of this paper have improved the research system for the quality and safety evaluation of housing construction projects based on third parties.On the other hand,it also provides suggestions and recommendations for the construction industry and the third-party evaluation industry the reference in the quality and safety evaluation of housing construction projects. |
