Study On The Population Support Of New Large And Medium-sized Reservoirs In Rural Areas

The rural resettlement population verification of newly built large and medium-sized reservoirs is a bridge connecting the resettlement of large and medium-sized water conservancy and hydropower projects with the later support,and is the basis of the later support policy implementation.In order to do a good job in the population verification of new reservoirs,the state promulgated the "Interim Measures for the verification and registration of rural migrants’ later supporting population of new large and medium-sized reservoirs",which stipulated the management system,work steps,application procedures,submission materials,etc.of the population verification of new reservoirs.However,in the actual work of population verification,due to the problems of policies,systems and methods,the data conformity and accuracy of population verification procedures for new reservoirs can not be effectively guaranteed.Therefore,how to improve the post support policies,revise the population verification methods,and innovate the verification methods are the practical problems to be solved in the post support population verification of new reservoir resettlement.Through consulting,analyzing and studying the relevant policies and regulations,a large number of literature,based on the practice of population verification and review of new reservoirs,this paper makes an in-depth analysis and research from three aspects: the compliance review of population verification data,the review of relocation and resettlement population,and the review of production and resettlement population without relocation For three types of policy revision,system revision and method improvement,this paper adopts the methods of literature analysis,case study and informatization,and puts forward corresponding countermeasures and suggestions one by one.Firstly,this paper starts from the background and significance of the research on the population verification of new reservoirs,combs the research status at home and abroad,expounds the post support policies and population verification policies and working procedures,and paves the way for the following research;secondly,it introduces the contents and requirements of the data compliance review and data review,and points out the problems according to the population verification methods and relevant post support policy documents The existing problems,causes and countermeasures are analyzed.Finally,the problems are summarized and the solutions are put forward from three aspects: the first is to propose amendments to some key provisions in the later support policy;the second is to propose amendments to some specific provisions in the population verification method;the third is to propose amendments based on Microsoft Visual from the perspective of informatization Studio has established the rural resettlement population verification system and the verification data download system for new large and medium-sized reservoirs,which solves the problems of uploading and auditing the population verification data for new reservoirs.The research ideas and methods can provide reference for the further study of population verification of new reservoirs;the research results have good practical and research value for solving the problem of population verification of new reservoirs.
