With the development and expansion of the enterprise,human resource management is becoming increasingly important.A scientific and perfect performance appraisal system is an important measure for a company to maintain its development advantages.A sound and scientific appraisal system can promote the sound development of the company.For county owned enterprises,a scientific and perfect performance appraisal system can help enterprises create a good internal atmosphere,so as to maintain the vitality of enterprise development and enhance their own competitiveness.With the in-depth development of market economy,in order to cope with the changing market,enterprises have strengthened their own reform efforts,especially in the performance appraisal.But for some county owned enterprises,the situation is not optimistic,constrained by their own internal system,the reform of performance appraisal has not achieved good results.This paper takes Company D as the research object and makes an in-depth study of the operating status of the performance appraisal system of state-owned companies of the county.By understanding the current situation of performance appraisal in D company,it is found that the company appraisal is greatly restricted by the administrative system and deeply influenced by the government appraisal system.Under the tide of "business to enterprise" reform,combined with the actual situation of the company,this paper designs a targeted and focused questionnaire,which mainly involves the organizational structure of performance appraisal,appraisal indicators,appraisal system,the use of appraisal results and other aspects.The purpose is to find out the company’s problems and deficiencies in performance appraisal,and in-depth analysis of the reasons.Through the questionnaire survey,the problems of Company D in organizational structure,indicator design,assessment system and application of results were accurately found.In response to the problems found,this paper re-optimized the assessment organization structure of D company based on the balanced scorecard assessment method,and used data analysis to optimize the performance assessment indicators and assessment system,and put forward the optimization and guarantee of performance assessment in a targeted manner.Thus,the scientific nature of the assessment system was improved and the assessment plan of the company was optimized.I hope the research content of this paper can provide some reference for the performance management of local state-owned engineering enterprises.
