In this paper,the concept of life cycle management is introduced into the practical costbenefit management in the decision-making and design stage of energy storage power station construction projects in our country,so that the funds invested in energy storage power station projects can achieve the best use effect.Firstly,the paper puts forward the background of this research,points out the necessity of energy storage power station construction and the state’s support in policy,thus leads to the actual decision-making and design requirements for the construction of energy storage power station project when Company A faces the potential safety hazard of high transformer load rate: 1)expansion scheme is better than selection;2)Select appropriate capacity of energy storage power station;3)Select the type of energy storage battery with high cost performance.Through scientific research methods,it can provide decision-making and design basis for decision makers,investors in the same industry and designers of Company A,and reduce blindness in decision-making and design.This paper summarizes the research status and existing shortcomings in the three directions of life cycle theory,energy storage technology and application,and cost-benefit management of energy storage system.Secondly,it introduces the relevant theoretical basis of the life cycle cost-benefit of energy storage power station projects.This paper introduces the cost management models of decision-making,design,implementation,operation and maintenance,scrapping and other stages in the whole life cycle of energy storage projects.At the same time,based on the business model of energy storage projects,the common revenue methods and mathematical models of energy storage projects are elaborated,and the commonly used cost-benefit analysis indexes are summarized.And then,through the typical case of A Company’s energy storage power station construction project,the guiding significance of the life cycle concept in the project decision-making stage is analyzed.1)Expansion plan is better than selection: analyze the composition of the project’s life cycle cost and income,and calculate the net present value index of static expansion plan and dynamic expansion plan respectively.Although static expansion is more advantageous from the perspective of initial installation cost,based on the concept of life cycle,dynamic expansion plan is obviously more economical;2)Select the appropriate capacity of the energy storage power station: taking the maximum net present value as the objective function,taking the power balance and energy storage operation as constraints,and using Yalmip toolbox combined with the linear programming advantages of Cplex solver,the optimal installation capacity of the energy storage power station project of Company A is solved.Next,the guiding significance of the concept of life cycle in the design phase of the project is analyzed.According to the types of energy storage batteries with different life cycles,the cost annuity analysis method is used to analyze the lead acid,lead carbon and lithium iron phosphate batteries with higher market scale.The analysis results show that only lithium iron phosphate batteries are economical.Under Company A’s current business revenue model,lead-acid and lead-carbon batteries cannot recover their costs during the battery life cycle.Finally,this research is summarized and the key breakthrough direction of energy storage technology in the future is prospected.
