Historic and cultural districts are the evidence reflecting the relationship between people,society and nature in different periods,and its existence has important value for a city or region.However,with the intensification of urbanization,more and more cities focus their construction on the development of new cities,and pay less and less attention to historical and cultural neighborhoods.At present,the neighborhoods are generally characterized by dense buildings with poor preservation quality,narrow streets and roads,backward infrastructure,small spatial scale,and many social conflicts,which are all important factors affecting the fire safety of the neighborhoods.In addition,most of the current research hotspots for the protection of historical and cultural districts at home and abroad are focused on spatial morphology,building restoration,fa(?)ade renovation,neighborhood revival,value analysis,etc.,while systematic research on disaster prevention,especially fire prevention planning,in historical and cultural districts is very limited.Based on this,this paper takes the research perspective of resilience concept,takes the current fire protection planning as the basis,constructs a fire risk assessment system for historical and cultural districts by studying and analyzing the current characteristics of fire safety in historical and cultural districts,and uses it as a guide to improve the fire protection planning in historical and cultural districts.This paper firstly analyzes the current situation of research on the concept of resilience and fire protection planning in historical and cultural districts,and recognizes that fire protection planning in historical and cultural districts cannot be done without the support of non-material aspects.Secondly,it analyzes the current fire safety problems in historical and cultural districts,i.e.,complex "hardware" problems and inadequate "software",and discusses the advantages of the resilience concept in improving fire protection planning in historical and cultural districts based on the current fire protection planning,and determines the direction of improving fire protection planning in historical and cultural districts with the focus on enhancing the "soft power" of historical and cultural districts and the "hard power" of material conditions as the basis.Again,combining with the current policies and technical specifications of historical and cultural districts in China,a fire assessment index framework is constructed with the physical and social elements of the district as two major levels,and the weights of each index are calculated by using hierarchical analysis and Delphi method to determine the fire risk assessment system of historical and cultural districts from the perspective of resilience.Finally,the current fire safety situation of the neighborhood is analyzed and evaluated by taking the historical and cultural neighborhood of Guanxiang Mountain as an example,and the current fire safety problems of the neighborhood are summarized.The improvement of the physical elements of the neighborhood is taken as the basis,the improvement of the social elements of the neighborhood is taken as the driving force,and the bottom-up active disaster prevention approach is adopted by relying on smart firefighting technology to improve the resilience,adaptability and transformation ability of the neighborhood to fire respectively,so as to provide reference for improving the firefighting planning of historical and cultural neighborhoods in China.
