Research On Planning Strategy Of Rural Space In Dongguan Water Town

The water town area of Dongguan is located in the northwest of Dongguan City.Due to its unique location conditions and natural base,it still presents a state of mixed urban-rural area with rural as the main body,in the Guangzhou-Shenzhen Economic Corridor with rapid economic growth and urbanization.In the past ten years,this region has worked out various types of planning,including urban planning,village planning and urban design,trying to think about the development path of this region from different perspective.But the results of the several planning implementation are not ideal.After nearly 40 years of rapid urbanization,the significant changes have taken place in the relationship between urban and rural areas in the Pearl River Delta region.There are many areas,similar to Dongguan water town which is located in the core position of urban agglomeration,but has been in a mixed state of urban-rural in function and form.In the new era,we need to carefully sort out the relationship between urban and rural areas of such areas,rejudge resource value,so as to find the correct path for their development.The proposal of Rural Revitalization strategy requires us to abandon the previous development model of valuing the city over the countryside,and accelerate the development and construction of such countryside.In particular,we should re-recognize and evaluate the value of rural areas,and realize the equivalent development of urban-rural integration.However,the interaction and integration between urban and rural areas in the water town area of Dongguan is closer and more complex than that in the peripheral areas of the Pearl River Delta,no matter in terms of space,function,culture,management and other aspects.Rural areas in such areas will no longer be simply "agricultural space".It will not only carry a variety of industrial types,but also give full play to its ecological and cultural comparative advantages,so as to become a high-quality carrier of production and living that can provide modern services and have rural and idyllic ecological environment.Based on the analysis of the development process and the new era background of the water town area in Dongguan,this paper reorganize the urban-rural relationship in this area,and clearly proposes to define this area as the "rural space" of Dongguan.Facing the diversified transformation of rural space value,the planning technology of rural space must be reconsidered.The "agricultural space" proposed in the territorial spatial planning system does not apply to such areas.This paper,the integration of urban and rural development as the entry point,with the Dongguan water town as the research carrier,discusses the concept of rural space definition,rural space delimitation methods,rural space control measures and rural space optimization and development.The research on the rural space planning strategy in the water town of Dongguan not only can provide some technical reference for the spatial planning being prepared in various places,but also provide experience for the governance and development of the Pearl River Delta and even the similar mixed urban-rural areas in China.
