Study On Rural Revitalization Planning Based On German Experience Of Spatial Planning

With the proposal of the strategy of revitalizing the 19 th National Congress of the CPC,the rural development of our country has entered a new historical stage.As an effective way to solve the contradiction between urban and rural development,enhance rural vitality and promote urban and rural prosperity,the strategy of Rural Revitalization points out the direction for the future development of rural areas in China.In the promotion of rural revitalization,rural revitalization planning has become a key step.It is an important principle for the Party to implement the strategy of rural rejuvenation that "we should play a steady and steady role and avoid doing big things quickly".The top-level framework design of sustainable rural rejuvenation should keep the balance of ecological,economic,cultural and social factors in rural rejuvenation scientifically and effectively,so as to better realize the transformation of rural development.In the path study of Rural Revitalization planning,its foothold has always been rooted in the consideration of land issues,and the implementation of urban and rural spatial integration is based on urban and rural spatial development resources,through integration and consultation,effective arrangements and links between social development and spatial relations,and comprehensive spatial measures to guarantee land use,construction standards and specific arrangements.This has become an important prerequisite for Rural Revitalization planning.Based on this background,this paper is inspired by the experience of urban and rural spatial integration in German rural development.Through tracing the historical evolution of urban and rural spatial integration in Germany,and based on the concept of urban and rural equivalence,it summarizes its main path and planning methods in rural development,and constructs urban and rural spatial integration road suitable for Rural Revitalization according to the current situation of rural development around big cities in China.Path,its main contents include:Referring to the historical experience of German urban and rural space preparation,this paper combs the transformation of urban and rural space preparation process from "urban centralization" to "urban and rural equivalence",clarifies the development and evolution of urban and rural space preparation measures;studies the construction path of rural areas in post-industrialization stage in Germany,refines urban and rural space preparation methods and models in rural development;and studies and judges the urban and rural space development stage in Xindu District.On the basis of this,combining the background of rural development and the Rural Revitalization which has been tried first,the paper creatively develops and transforms the methods of urban and rural space preparation in Germany,which constructs the planning path of Rural Revitalization in Xindu District of Chengdu City from three aspects: urban and rural space resources arrangement,urban and rural space pattern preparation and urban and rural land preparation.This method puts forward the development concept of promoting the implementation of Rural Revitalization Planning from the perspective of urban and rural spatial integration,and puts forward the Rural Revitalization model of "reorganizing land space from the perspective of resources,structuring land spatial pattern,and ensuring the development of land space",which provides a new perspective for the facilities of Rural Revitalization Strategy and promotes the improvement of Rural Revitalization planning.
