Investigation,Evaluation And Optimization Strategy Of Characteristic Pastoral Countryside In Jiangsu Province

In 2017,Jiangsu provincial Party committee and provincial government proposed to build a characteristic pastoral countryside based on local society,rich in regional characteristics,bearing rural homesickness,reflecting modern civilization,and create a model of Rural Revitalization in Jiangsu.In the past three years,the construction pilot has gone from "scheme" to "implementation" and from "design" to "practice",among which 19 pilot villages have completed the acceptance.Based on this background,through literature reading and data collection,this paper analyzes the spatial distribution characteristics and influencing factors of the characteristic pastoral pilot countryside in Jiangsu Province,and selects 10 characteristic pastoral countryside in southern Jiangsu Province as empirical research samples,summarizes their construction status,constructs a scientific evaluation system,and explores the success of the construction of various fields in the construction of rural areas with characteristics.The results and shortcomings of this paper will provide the optimization strategies for the construction of characteristic rural areas in the future,and provides ideas and ways for the revitalization and development of rural areas.The main research contents are as follows:(1)based on the literature research and theoretical basis,the distribution characteristics and influencing factors of 136 characteristic pastoral pilot countryside are analyzed from the aspects of quantity,density,agglomeration and equilibrium.(2)Based on the data collection and field investigation,10 typical and representative rural areas in southern Jiangsu were selected as the research objects,including guanyindian,Jiangning District,Nanjing,xujiayuan,Jiangning District,Nanjing,xiaomaoshanjiao,Gaochun District,Nanjing,Longshang,Gaochun District,Nanjing,lishiwei,Liyang,Changzhou,niumatang,Liyang,Changzhou,Tangma,Liyang,Changzhou,Huangshu,Wuzhong District,Suzhou,beihuaxiang,Kunshan,Suzhou,and sanzhubang,Kunshan,Suzhou.The research contents include:the embodiment and effect of rural characteristics,the construction and design of rural landscape,the level of rural environmental health and facilities,etc.(3)Based on the comprehensive consideration of the development goals of the strategy of Rural Revitalization and the construction of characteristic pastoral countryside from the four dimensions of industrial development,landscape construction,cultural expression and environmental improvement,this paper uses the analytic hierarchy process and fuzzy comprehensive evaluation method to construct the evaluation system of the effectiveness of the construction of characteristic pastoral countryside in Jiangsu Province,which is composed of 37 evaluation factors.(4)The evaluation model is applied to the case evaluation of 10 characteristic rural areas in southern Jiangsu.The results show that the construction effect of all villages has reached the standard,among which xujiayuan,tangma and lishiwu are class Ⅰ;Beihuaxiang,niumatang,longshang,huangshu,sanzhubang,guanyindian are class Ⅱ;Xiaomaoshanjiao is slightly lower,class Ⅲ level.After the analysis of the evaluation results,it is found that the rural areas with high construction level usually have distinctive agricultural industry characteristics,many types of product research and development,and a high degree of industrial integration;the ecological environment is in good condition,the rural landscape characteristics are prominent,and the public service level is high;the local flavor is rich,the cultural characteristics are fully explored,and the inheritance and development mode is novel.However,there are many problems in the low level villages,such as the lack of agricultural characteristics and rural features,the lack of cultural connotation mining,and the improper management and maintenance in the later stage.Therefore,according to the problems existing in each village,corresponding improvement suggestions are put forward.(5)Based on the above research,the paper puts forward the regional balanced development,solid and steady promotion,the construction of characteristic industries,the construction of industrial system,the ecological priority,the optimization of environmental quality,the regional culture,the enhancement of series expression,the emphasis on personnel training,the improvement of management mode and other optimization and promotion strategies for the future construction of characteristic pastoral countryside in Jiangsu province.
