The railway plays an irreplaceable role in the national economy and people’s life.The safety of railway transportation is related to the national economy and the people’s livelihood.As the front-line terminal equipment management unit of railway transportation and production,the electric depot is prone to safety accidents with serious consequences.Inadequate risk research and judgment,inadequate hidden danger investigation and other weaknesses in safety management often lead to safety accidents.To prevent work safety accidents,it is necessary to manage and control safety risks at different levels,investigate and deal with hidden dangers,realize double prevention of safety,ensure that risks are resolved from the source,hidden dangers are eliminated,and safety accidents are prevented in advance.In view of the problems of unscientific risk research and judgment,strong subjectivity of risk classification,and inaccurate evaluation of the dual prevention mechanism in the application of the safety dual prevention mechanism in C electric service section,this paper,based on the theory of the dual prevention mechanism,combs the logical relationship between hazard sources,safety risks,risk evaluation,risk classification,risk management and control and hidden dangers,and establishes an evaluation model of the safety dual prevention mechanism composed of several indicators.The main innovations of this paper are as follows:(1)Aiming at the problem that the qualitative evaluation is not accurate enough,an evaluation index model is established by using the expert investigation method.AHP(Analytical Hierarchy Process)analytic hierarchy process is adopted to determine the index weights at all levels in the evaluation model,providing quantitative indicators for evaluating the dual prevention mechanism.(2)A fuzzy comprehensive evaluation method is proposed to calculate the score of the construction of the safety dual prevention mechanism in the C signal workshop,which is compared with the actual safety production situation in the workshop.The rationality and effectiveness of this method are proved.The traditional qualitative evaluation is transformed into quantitative evaluation,and the goal of accurate evaluation is realized.(3)Using JHA(Job Hazard Analysis)job hazard analysis method and risk matrix method,the work of outdoor protectors is studied and judged,the risk grade is divided,and a labor safety risk database and a list of hidden dangers are established,which solves the problems of unscientific risk research and judgment and strong subjectivity of risk grade classification.There are 11 figures,19 tables and 50 references.
