Today, with the rapid development of Chinese railway technology, fast and safe railway can’t do without reliable, secure and stable railway communication system. As one of four-electrified engineering railway construction projects, railway communication engineering project, not only has the characteristics of the railway project, and also has the feature of communication project, railway communication engineering is a complicated system, referring to a variety of expertise and technical product. With the development of information construction of railway operations, information technologies and products widely use in railway. More and more enterprises develop railway communication project, but the parties is not enough emphasis on risk management and the related studies were also few.The thesis first briefly expounds the composition, function and characteristics of railway communication system, describes the characteristics of railway communication engineering project risk, determines the basis of the risk identification. And then take the beijing-shanghai high-speed railway communication engineering project as an example. It identify and analysis the project risk factors by the methods of literature analysis, experts’ investigation and WBS-RBS decomposition., and then risk evaluation index system is established. It builds the risk evaluation hierarchical structure model and use analytic hierarchy process(AHP) to determine the weight of each risk factor. Then a comprehensive appraisal on the project risk is made by fuzzy the comprehensive evaluation method.On this basis, according to the principle of the strategic target, economy, objectivity and satisfaction and combined with their important degree and the level of risk, the thesis puts forward the countermeasure and the suggestion respectively to cost, quality, delay and security four categories of risk factors. Hope to provide information and reference for the railway communication engineering project integration, construction enterprise project risk management, and prompted them to do a better job in project risk management, and through effective risk management ensure the overall objectives of railway communication engineering project can be achieved...
