The Party’s 14 th Five-Year Plan and 2035 long-term goals have pointed out the way forward for my country’s green development and sustainable development in the new era,and also provided guidance for the improvement of ecological civilization.As an important part of urban green development and ecological civilization construction,sponge city is a new type of urban construction concept that is currently being promoted from pilot projects to vigorously promoted by the country.At present,the first batch of pilot construction projects of Sponge City have been completed one after another.How to evaluate the effectiveness of Sponge City construction has become the top priority of the current task.The current government policies on the overall layout of sponge city construction performance evaluation and the specific research of industry scholars from subjective and objective perspectives still cannot completely fill the gap in this field.Therefore,in-depth research on sponge city construction performance evaluation is more urgent.After systematically studying the academic achievements in related fields at home and abroad and reviewing the literature,this article first defines the sponge city and performance evaluation related concepts with reference to related theories,which provides a systematic theoretical support for this article.Subsequently,two conceptual frameworks,DPSIR and EES,were selected innovatively and combined to construct a sponge city construction performance evaluation system,that is,the performance evaluation of the entire dynamic system of sponge city with 27 main sub-indicator layers under the DPSIR-EES coupling system.Secondly,the system dynamics model is introduced to sort out the causal feedback relationship and construct the system flow diagram of the internal operation mechanism of the sponge city under the DPSIR-EES framework.Finally,the performance evaluation simulation and prediction analysis of the construction project of Hanyang Fourth New Demonstration Zone in Wuhan City are taken as an example.The results show that the performance evaluation result of the project is excellent,and it is predicted that the performance level of sponge city construction projects will increase steadily in the future.By comparing with the results of entropy TOPSIS method,cloud model method and analytic hierarchy process,the ease of operation and objectivity of the evaluation system in this paper have been effectively verified.Based on trend prediction and result analysis,put forward relevant research suggestions on sponge city performance evaluation.For performance evaluation research,we should consider the overall complexity and dynamics of sponge city from the connotation of sponge city,as well as internal causality and ecological,economic,and social Compound attributes;in terms of performance evaluation system,the timeliness and accuracy of the index system should be considered from the actual results of construction;in terms of performance evaluation development,it should be integrated with new urban development concepts such as low-carbon cities and smart cities to establish a comprehensive and multi-angle The intelligent evaluation system provides a strong boost to the development of sponge city construction and its evaluation research.
