| Municipal Engineering is the infrastructure of a city,which not only represents the image of the city,but also is closely related to people’s life.As the construction sites of municipal engineering are mostly located in urban areas,restricted by the environment,site and traffic,the owners expect to complete the construction in a "short,flat and fast" way,which makes higher requirements on the construction period of municipal engineering.The technology and content of municipal en gineering are more complex than construction projects,and its measures and project costs are more diverse,so the safety management and cost management are more difficult.At present,under the normalization of epidemic prevention and control,the necessa ry epidemic prevention and control measures have been put into municipal engineering to ensure the construction progress.The cost of epidemic prevention and control measures exceeds the safe and civilized construction cost of the contract plan,which requ ires the construction unit to manage the safe and civilized construction cost more finely,so as to achieve more difficult epidemic prevention safety and cost control.The paper studied the fine management of safe and civilized construction cost,under the epidemic prevention and control by the perspective of the correlation of cost and benefit:First,according to the policies about management of epidemic prevention and control fees issued by the Ministry of Housing and Urban-Rural Development of various provinces and cities,this paper summarizes the cost of measures under the environment of epidemic prevention and control,and discusses whether the epidemic prevention and control fee belongs to the safe and civilized construction fee.Then the paper introduces the required composition,calculation method and pricing method of safe and civilized construction cost by the specification,analyzes the common problems of safe and civilized construction cost management in actual construction,and introduces the refined management and grey system theory.Secondly,in order to find out the key cost as the object of fine management,the cost-benefit correlation model is established.Based on the implementation of epidemic prevention and control measures in municipal engineering,the paper summarizes the epidemic prevention and control costs,and constructs the cost composition system of safe and civilized construction under the epidemic prevention and control.Then the paper analyzes the main purpose of safe and civil ized construction cost,which is safety and environmental protection,identifies the quantitative index of safety benefit and environmental benefit,and selects the key cost related to benefit as the cost index.Based on the grey correlation analysis method,the internal correlation between the cost and benefit of safe and civilized construction is studied,so as to find out the key cost sub items of fine management.Thirdly,M project is introduced as the municipal engineering case of this subject.The paper introduces the general situation and characteristics of M project,as well as the new measures of safe and civilized construction taken by the construction enterprises during the epidemic prevention and control period,and analyzes the epidemic prevention effect and economic benefits.The new measures include prefabricated temporary roads,isolation management and smart construction system.Finally,according to the information and data of M project,the correlation between the cost and benefit of M proje ct is analyzed.From the calculation,the cost items of the most refined management under the epidemic prevention and control are personnel epidemic prevention and control cost,environmental management cost and protective facilities and equipment investme nt,which are more consistent with the actual situation.According to the ranking results of relevance degree,this paper puts forward suggestions for the key cost management of M project,and finally puts forward constructive suggestions for the fine manag ement of municipal engineering safe and civilized construction cost under the epidemic prevention and control. |
