In recent years,in order to expand the sources of funds for water conservancy construction,the application of PPP(Public-Private-Partnership)as a new type of project cooperation mode in water conservancy construction project has entered a stage of rapid development.PPP project involves multiple stakeholders and has different interest demands,may leads to the failure of PPP projects.Therefore,it is of great significance to design a scientific and reasonable income distribution scheme for coordinating the conflicts between different interest subjects and ensuring the successful implementation of water conservancy PPP project.Based on Shapley value method,this paper establishes a cooperative game income distribution model based on ANP-Shapley value method,and discusses the income distribution method under fuzzy conditions.This distribution model makes the income distribution more reasonable,which can create good cooperation conditions for the smooth implementation of water conservancy PPP project,and is conducive to the active cooperation among all participants,so as to improve the overall efficiency of quasi-operational water conservancy PPP projects.(1)This paper firstly analyzes the characteristics of quasi-operational water conservancy project and the development and research status of PPP model,then proposes the income distribution of quasi-operational water conservancy PPP projects.Based on the cooperative game theory of dynamic alliance,compares the current income distribution methods,and summarizes their advantages,disadvantages and applicability,selects Shapley value method to build the income distribution model.(2)Systematically analyses factors affecting the income distribution of cooperative alliance,including resource input,effort level,risk sharing and contribution level.Network analysis method(ANP)was used to introduce the influencing factors into initial Shapley value model quantitatively.(3)The original Shapley value income distribution method was optimized by introducing the influence factor system of income distribution.The modified Shapley value income distribution model under the condition of clear cooperation was built.In addition,in view of the limitations of traditional cooperative game theory,this paper studies how to carry out income distribution under the condition of fuzzy income,and constructs a fuzzy income distribution model.(4)The income distribution analysis and correction were carried out with the Mangshan reservoir PPP project,which is one of the first batch of the water conservancy PPP pilot project in China.According to the actual resource input,effort level,risk sharing and contribution level of core stakeholders,the modified income reflects the individual characteristics of different participants and is more consistent with the actual situation,which verifies the rationality of the income distribution model.The income distribution model established in this study makes the income distribution of the project more scientific and reasonable,which is conducive to improving the cooperation enthusiasm of all participants in the project and the overall benefits of water conservancy PPP projects,and provides reference for the income distribution of related quasi-operational water conservancy PPP projects.
