| Congestion management is an important topic in the development of big cities.A series of congestion management strategies have been developed in academic and practical fields.Urban traffic managers often need no innovation solutions to the new congestion problems,but need to make the best governance strategies.The high incidence of congestion in large cities and the common reasons are from traffic bottlenecks.The most common one is the cross river commuter corridor formed by terrain and urban development.To alleviate such congestion,it is necessary to consider not only the smooth bridge and tunnel,but also the influence of upstream and downstream road network,other traffic modes,urban development and social environment.Therefore,a simple and scientific method for the selection and decision-making of congestion control strategies in cross river commuter corridors is developed.The steps of strategy determination are divided into strategy selection,scheme prediction and scheme evaluation.Firstly,the congestion control strategies suitable for the cross river commuter corridor in large cities are provided.Then,the evaluation index system is established by using the combination weight method,and the evaluation model is established by the extension evaluation method.Finally,taking Nanjing Yangtze River Bridge as a case,the project to be evaluated is selected and formulated.The effect prediction is made by combining the comprehensive analysis,questionnaire survey and TESSNG simulation model.The evaluation model is used to obtain final evaluation result.During the process,the concept of "expected congestion level" is introduced in the process of establishing evaluation index of congestion management strategy,which has higher practical significance.Meanwhile,the advantages of the method of optimization evaluation are discovered,elaborated and applied in the application of evaluation system,which is an innovative idea of extension theory being applied in evaluation system. |
