| In response to the call of low-carbon community,smart community and other modes proposed by national policies,Zhejiang Province put forward the "future community" construction mode in 2019,and some provinces and cities in China also actively explore and promote this construction mode,indicating that China’s future community construction is about to enter a boom period.However,the maturity of human resource management for future community construction in China is not high,which leads to practical problems such as high degree of fragmentation of management,uneven personnel allocation,and vague needs of owners,which seriously restrict the efficiency of project management and the quality of results.With the trend of cluster development of community projects in the future,the traditional organizational model can no longer meet their management needs,and establishing a highly integrated organizational model has become an important means to achieve the strategic goals of community project groups in the future.Therefore,this paper takes the project management office of the future community project group as the research object,and from the perspective of consulting enterprises,intends to explore how to establish a scientific and reasonable project management office of the future community project group.The specific research contents and methods are as follows:First,the future community project group human resource management direction screening.Firstly,literature check method and case analysis method are used to identify the problems existing in human resource management of project group,and two improvement directions are proposed to construct a scientific and reasonable organizational structure of project group management and optimize its functional guarantee measures.Secondly,the structural interview is used to identify the design requirements of the organization structure of the project group,and the research direction of the project management office of the future community project group is put forward.Finally,semi-structured interview is used to analyze the functional key points of the project management office according to the needs of owners,laying a research foundation for the following.Second,the future community project group project management office design scheme.Based on the index system construction and classification research of the future community project group,the basis for the construction of the project management office of the future community project group is proposed.Based on this,the key post requirements and organizational structure design of the future community project group are proposed,and then the staffing plan is proposed according to the design principles of the project management office.Using labor quota and Markov law to balance the supply and demand of personnel.Finally,the case study was conducted to verify the future community project management office configuration plan proposed in this study by constructing A future community project group to ensure the feasibility of this plan.Third,the future community project group project management office function guarantee system.First of all,on the basis of the previous research,this study proposes to build a functional security system of project management office that meets the needs of owners based on PDCA cycle model.Then,the functional guarantee measures of project management office are proposed for the three stages of community project group approval,implementation and operation in the future.Finally,together with the previous research,the functional security system of the project management office of the future community project cluster is constructed to ensure that the functional security measures proposed in this study meet the functional needs of the project management office and can solve the problems faced by the current human resource management of the project cluster.Based on the above conclusions,this study for the first time proposes the construction of the organization model of project management office for the future community project group,and forms a standardized program of project management office,which has a forward-looking guiding significance for improving the management level of future community project in China. |
