Research On The Construction Of Civil Unmanned Aerial Vehicle Flight Agile Supervision Mechanism

Based on the rise of emerging technologies such as big data,artificial intelligence,Internet of things and cloud computing,emerging industries are developing rapidly in China.However,due to the rapid technological change and the uncertainty of industrial development scale and path,emerging industries inevitably bring governance problems.As one of the representative industries in the development of emerging technologies,the scale of the consumer market has increased exponentially since 2015.However,in recent three years,UAV disruptions,violations of citizens’ privacy,threats to public safety and other negative events have occurred frequently.How to achieve an organic balance between eliminating hidden dangers and industrial innovation and development and realize effective supervision of emerging industries has become an urgent problem to be solved.In 2018,the world economic forum released a governance white paper entitled "agile Governance: reconstruction of policy-making in the era of the fourth industrial revolution",which officially introduced agile governance into the field of government governance.However,how agile governance enables government regulation and how to build agile regulation mechanism remain to be studied.Therefore,thesis takes the civil UAV flight supervision in Sichuan Province as the research object,conducts field research on the supervision process,clarifies the current situation and evolution path of UAV flight supervision,explores the realization logic and difficulties of UAV supervision through grounded theoretical analysis,and then constructs the civil UAV agile supervision mechanism combined with agile governance theory and actor network theory,Put forward the agile construction direction of UAV supervision.It is found that at present,the UAV flight supervision in Sichuan Province initially reflects the agile trend in the aspects of supervision subject relationship,supervision concept and control tools;Supervision consists of six elements: multiple subjects,goal driven,policy tools,action strategies,practical difficulties and data sharing.Among them,multiple subjects are the main participants in UAV agile supervision;Policy tools are the means to play a practical role in the process of UAV supervision;Action strategy is the policy implementation strategy that multiple subjects choose differentiation under the driving goal;The practical dilemma reflects the challenges and reasons faced by UAV supervision,and data sharing is the realization path of linkage and agile response among regulatory subjects.Combined with agile governance theory and actor network theory,thesis constructs an UAV agile supervision mechanism composed of four dimensions: goal,subject,process and tool,including goal driven mechanism,multi-agent participation mechanism,dynamic learning mechanism,technology update and data sharing mechanism.The target driven mechanism provides target guidance for UAV agile supervision;The multi subject participation mechanism is the driving force for the continuous promotion of UAV agile supervision;Dynamic learning mechanism is the guarantee for supervision to maintain agility and adaptability;Technology update mechanism and data sharing mechanism are important starting points for the realization of agile supervision.
