As one of the important evaluation indexes of power quality,Distribution network low voltage area power network is usually characterized by many consumers,long lines,wide area,load distribution and power centralization.As a result,low voltage has become a long-term,dynamic and systematic problem.In some remote mountainous and rural areas,the power load is characterized by randomness,seasonality and periodicity,which shows low power load rate,large peak valley difference and low annual average load rate.The problem of low voltage is more prominent during the peak period of power consumption,which causes the normal use of some household appliances,not only seriously affects the normal production and life of users,but also the complaints of customers have a negative impact on the social image and service quality of power supply enterprises.Therefore,it is urgent to solve the problem of low voltage.This paper takes the governance of low voltage in distribution network as the main line,based on the theoretical research on the causes and governance of low voltage,through the theoretical calculation of typical lines,analyzes the main factors affecting the low voltage phenomenon in 10 k V lines and distribution stations,and summarizes the corresponding governance measures for 10 k V distribution lines and distribution transformers.Newton Raphson method is used to calculate the voltage amplitude,phase angle and power distribution of the network.After that,the analytic hierarchy process is improved,and the evaluation model for low-voltage phenomenon of distribution network is established.By setting weights for the corresponding key indicators and establishing evaluation standards,the evaluation system can score the low-voltage governance measures.Finally,the paper draws the corresponding equipment topology map based on the data source provided by GIS and real-time production control system by using the software of low voltage management of distribution network.The line or station area with low voltage phenomenon is found out by using the calculation results of Newton Raphson method,and the control measures of 10 k V distribution line and distribution transformer are generated according to the previous analysis Low voltage governance plan.Through the establishment of low-voltage evaluation system,the paper quantitatively graded different governance schemes from three aspects: governance effect,economic benefit and development adaptability,which provided clear and accurate judgment basis for the selection and decision-making of low-voltage governance schemes.Through the practical application of a 10 k V line with low voltage phenomenon,it is verified that the evaluation system can improve the voltage quality of the distribution network,and help to avoid the waste of people and property caused by blind investment and repeated transformation in the process of low voltage governance,and improve the quality level of power supply service.
