Reseach On Post-evaluation Of High Standard Farmland Construction

In the land of gradually reduce, produce more food, speed up the farmland infrastructure construction, improving the farm infrastructure construction capacity, high standard farmland construction demonstration project is necessary, also is the only way of developing modern agriculture.high standard farmland evaluation is engineering construction procedure of the last important link, in recent years, project management are maturing, as it is an important part of the project post-evaluation has become one focus. Its plays an important role in the comprehensive summary of the investment project for decision making, implementation and operation, analyzes the project technical, economic, societal and environmental benefit and effects for investment decision-making and project management to provide experiences and lessons and perfect the completed project, improve the sustainability. But at present about high standard farmland construction post-evaluation study also less, evaluation method of qualitative description is given priority to. Most of evaluation method are used to qualitative description now. Therefore, it is very important to constitute the indices system of post-evaluation and probe into the way of high standard farmland for post-evaluation model, because it not only can enrich the theory of high standard farmland, but also have important meaning to guide the practice of high standard farmland.This paper has introduced basic conception and intension about high standard farmland and post-evaluation at first, and relevant basic theories. Then on the basis of research results from indices system of water project construction post-evaluation, put the characteristic of high standard farmland, from process post-evaluation、impact post-evaluation、economy post-evaluation、sustainable post-evaluation four respects to analyze the influence factors.Thus an indicator-system of high standard farmland assessment for general is built which propose instructional indicator-system frame for developing high standard farmland post-evaluation sustainable assessment. Comprehensive analysis, by comparing with conventional evalution method, using step analysis method to calculate the weight of every evaluation index distribution, and calculate with fuzzy comprehensive evaluation method to high standard farmland project evaluation. Finally, LianShui county in jiangsu province high standard farmland construction demonstration project as an example, the high standard farmland evaluation theory and method of the specific application, detailed appraise course of it, and the results are analyzed in detail. According to the analysis of the result of evaluation, it can concluded that:it can provide the reference for the later high standard farmland practice in post-evaluation system by the evaluation index system and evaluation method which advanced in this research and could reflect the integrated benefits of high standard farmland impersonality scientifically and objectively.
