But domestic textile demand is not prosperous, at the same time the international cotton prices’ falling has to become a burden of national reserve policy, In the process of cotton production increase with the rising cost of cotton.Directly adversely affect to the corps planting worker’s income, the downstream industry and even the whole national economy development. Therefore, under the existing conditions,define corps cotton production technical efficiency’s actual level, Reduce the inputs in the process of cotton production,increase efficiency of cotton output, Find out the influence or restrict corps cotton production technical efficiency’s major and key factors, Finally can further enhance corps cotton production technical efficiency,promote the rapid growth of cotton industry, Become the most important problem. To improve the technical efficiency of cotton production is an effective wayFrom the perspective of production technical efficiency, this article have studied the actual situation of cotton production in Xin Jiang Production and Construction Corps, on the basis of the previous research results and the research method of comprehensive agricultural production technical efficiency, in-depth research and analyze the technical efficiency of cotton production of the Corps. The main conclusions are as follows:1.Using 2003-2012 regiment 13 planting division of cotton production input and output of the related influence factors of panel data, establish the stochastic frontier production function model, the technical efficiency of cotton production in Xin Jiang production and Construction Corps were measured. By considering suggest the corps cotton production overall technical efficiency level for 0.8673, so distance production technical efficiency of production frontier and some potential and space. The production and relevant influencing factors and the input amount of labor for technical efficiency of Corps cotton, direct costs and time variables of cotton production technology effect is obvious, having a great role to promote the corps cotton production. But factors that influence the efficiency of the machine for cotton production proportion, seed costs related to investment ratio coefficient and policy effects are negative, and not significant.2.Based on clustering analysis for 13 corps planting division of technical efficiency values, obtains the corresponding results. Class I region by the 12 th division, first division, the third division, the second division, the 5th division, average level of efficiency 0.9214;Class II regions of the second type by the 7th Division, 8th division, the 6th Division, average level of efficiency of 0.8635. Class III region by the 14 thdivision and the 4th division, the 13 th division, the ten division, the 9th division, average level of efficiency of 0.7924. According to the coefficient of variation for the clustering analysis and sample calculation results, combined with the division of the natural environment and economic environment,analysis of all kinds of area efficiency values differences which might exist.3.Using the stochastic frontier analysis method to calculate local cotton production technical efficiency of the Xin Jiang, its level is 0.8483. There is a certain gap with the corps level of technical efficiency 0.8673. By comparing the Xin Jiang local economic system of cotton production and the Corps of economic system of cotton production related factors, indicating that the Corps macro scale production is the main reason for cotton production in the technical efficiency of cotton production which superior to local management system.According to the results, proposed the following policy recommendations: to continue to adopt the promotion of cotton, improve the efficiency of cotton production; strengthen investment in cotton production process technology, improve the existing cotton cultivation technology; improve the corps cotton production process management system, reduce cost of cotton production; rational planning of fertilizer application, green environmental protection cotton industry development; to strengthen the Corps of macroeconomic regulation and control policy guidance, improve the cotton production subsidy policy;to meet the needs of the market, developing machine picked and hand picked parallel cotton production.
