Research On Supply Capacity Evaluation And Promotion Of Rural Public Cultural Service In Longquan

The Party and the state attach great importance to the construction of public cultural service system,they promulgate a series of laws,regulations and policy initiatives such as "Opinions on Accelerating the the Construction of Modern Public Cultural Service System" and "Law of the People’s Republic of China on the Guarantee of Public Cultural Service".Moreover,the Party committees and governments at all levels in Zhejiang Province have formulated detailed laws and regulations accordingly,and have established a relatively perfect rural public cultural service system in the aspects of improving institutional mechanisms,increasing financial input,improving service facilities,enriching cultural supply and cultivating cultural teams.However,in the underdeveloped areas of Zhejiang Province,the construction of rural public cultural service system is still incomplete and unbalanced.Where the public cultural service can not effectively meet the cultural needs of rural residents whose living conditions are improving gradually,nor can it meet the cultural development of rural areas in the current phase.This article takes Longquan City,an underdeveloped area in Zhejiang as an example,and uses public governance theory.Through investigation and research,from the three aspects of the construction of rural public cultural service infrastructure,cultural activities,and cultural service teams,has a comprehensive understanding of the current situation of rural public cultural services supply,the evaluation and needs of rural residents in the city.Founding that the city still has a problem of insufficient supply of rural public cultural services,which is mainly manifested in quantity and quality,and unbalance between supply and demand.Meanwhile,the author deeply analyzes the reasons for the problems from the degree of ideological attention,the main subject of supply,the awareness of social participation,the guarantee of funds,the communication channels of supply and demand,the policy of the mechanism,and the situation of the talent team.Moreover,to put forward specific measures and suggestions in terms of improving the service mechanism,ensuring capital supply,consolidating infrastructure,improving supply quality,and strengthening team building.Hoped to provide useful reference for improving the construction of rural public cultural service system in Longquan and even in the less developed areas of Zhejiang Province.
