This is a report on a Chinese-English translation practice. The source text of the practice is Chapter 3 and Chapter 4 of The 13 th Five-year Development Plan for Baoding Tourism. These two chapters give an overview of the scenic spots in Baoding. The translation of the Plan is of considerable significance in enhancing the public image of Baoding tourism, bringing in foreign investments, and promoting the tourism of Baoding.Besides, the tourism plan is a type of governmental document.Translating such text also helps the translator accumulate experience in translating governmental documents. The report consists of five chapters.Chapter 1 introduces the source, the requirements, and the significance of the task.Chapter 2 describes the preparations before the translation, including analyzing the source text and target readers, reading parallel texts, preparing for translation tools, and formulating the translation principles.Chapter 3 records the translation process, which contains pre-translation preparations, translation of the source text, and revision.Chapter 4 is case analysis.Under the guidance of functional equivalence, the translator analyzes the techniques used in the translation practice to research on the equivalence between the source text and the translated version at lexical, syntactical, and textual levels. At last, the translator reviews the experience from the translation practice in Chapter 5.From this practice, for the translation of governmental documents, the translator comes to the following conclusions: Firstly, taking into account the content of the source text and target readers, the functional equivalence theory is beneficial to the translation of such texts.Secondly,in light of culturally-loaded words in governmental documents concerning tourism, investigation into and knowledge reserve of cultural backgrounds are necessary.Thirdly, appropriate translation techniques should be chosen according to the language features of governmental documents, which include category words, subjectless structures, and long sentences.
