Study On Cultural Services Resident Participation Mechanism In Chongqing Public Rental Community

With the construction and use of public rental housing in Chongqing,the public rental housing community has become an important community form in Chongqing.The Opinions on Accelerating the Construction of a Modern Public Cultural Service System published in 2015 mentions the promotion of the inclusion of public cultural services in grassroots community service grids,the cultivation of urban and rural community mutual aid culture,and the creation of a harmonious community environment.At the end of 2016,China promulgated the Law on the Protection of Public Cultural Services,which aims to further improve the socialist culture and legal system with Chinese characteristics and provide strong legal support for better promoting the cultural participation of the broad masses of the people.For the residents of the public rental housing community,due to their relative lack of social capital and the limited means of realizing their own cultural needs,the public rental housing community they live in is not only a place to live and build their life.Community public cultural services have also become the important way of realize cultural rights and satisfy cultural demand.At the same time,satisfying the cultural needs of residents of the public rental community and helping them achieve cultural rights and interests is also a matter of community public cultural services.There is no mature public rental housing community public cultural service residents participation mechanism,these goals are like castles in the air.There are still many problems in the process of public rental community residents participating in community public cultural services.Only by letting residents of public rental housing community better participate in community public cultural services,can we achieve the goal of meeting the cultural needs of the community residents and achieving cultural rights and interests.This article uses the theory of citizen governance as a logical starting point,combines with the theory of community governance to construct a research framework,based on the actual investigation of public participation in public cultural services for residents in Chongqing's public rental housing community,combined with current research at home and abroad,from the two dimensions of core elements and participation process.This paper analyzes the status quo of residents' participation in public cultural services in public rental housing communities in Chongqing,and describes the issues concerning the subjective awareness,participation content,participation methods,participation motivation,participation process,and safeguards of public rental community residents participating in community public cultural services.From the inside and outside,we analyze the factors influencing the residents' participation in the public cultural service in the public rental community.Finally,the author put forward the optimization proposal,hoping to fulfill the cultural needs of the public rental community residents,the realization of cultural rights,and to improve the public cultural service efficiency of the public rental community.
