Research On The Implement Of Elderly Care Service Policy For Fuzhou Retired Veteran Cadres

Since the 1958《On the treatment of retired officers on active duty Provisional Regulations》promulgated,after more than and 50 years of development,the military cadres pension services related policies and gradually improve,also made corresponding adjustments to adapt to the social development,so in the policy environment,the military cadres pension service work has made great progress.But from the current point of view,there are still problems in different degree in the process of policy implementation,but due to financial and material resources,there are some differences in the effect of policy implementation,the army and local military retired due to the implementation of the policy is different,there are also differences,around the social development of pension service level,also influence the pension the service policy of military cadres of the implementation of results to a certain extent.Therefore,it’s of great significance to study and confirm the implementation mechanism for the existing policies with a view to ensuring the successful implementation of the elderly care service for retired veteran cadres.The paper,on the basis of the above analysis,sorts out the domestic and foreign elderly care service policies for retired veteran cadres systematically and according to the existing theories and researches,it adopts Maslow’s Hierarchy of Needs,New Public Service Theory and Welfare Pluralism Theory as the guidance,combines the implementation of the elderly care service policies for the retired veteran cadres and the elderly care service demand of the retired veteran cadres in Fuzhou City and carries out an in-depth analysis from the perspective of reforming the implementation mechanism of the elderly care service policies for the retired veteran cadres.Firstly,the paper makes a comparison of the domestic and foreign elderly care service policies for the retired veteran cadres and obtains some enlightenment from the implementation of the elderly care service policies for the retired veteran cadres in China.Secondly,the paper investigates the implementation of the elderly care service policies for the retired veteran cadres in Fuzhou City and points out some problems existing in the implementation of policies;through delving into the problems,the paper maintains that the primary reason why the elderly care service policies for the retired veteran cadres has not been thoroughly implemented lies in the lack of effective implementation mechanism.Finally,the paper proposes the target,train of thought,content and protective measures for the reform of implementation mechanism of the elderly care service policies for retired veteran cadres by combining with the retired veteran cadres’ demands;the implementation mechanism of elderly care service policies for retired veteran cadres is mainly comprised of four derivative mechanisms,organizational mechanism,coordination mechanism,security mechanism and evaluation mecheanism.
