Study On Socialization Of Elderly Care Service For Retired Cadres ——Take A Cadres’ Sanatorium In Wuhan As An Example

The elderly care security for retired cadres,which has over 40 years of history since the elderly care security system was established in 1982,has always been an important part of military logistic support.However,with the changes of internal and external environment,socialization of elderly care service for retired cadres has been an inevitable trend.Nonetheless,there are few researches on cadres’ sanatorium and the majority are policy researches,with no systematic analysis of veteran cadres’ and staffs’ demands and existing difficulties.This thesis takes retired cadres in cadres’ sanatorium as research targets to inspect the feasible path of socialization for elderly care service.This thesis takes a cadres’ sanatorium in Wuhan as an example.By taking questionnaires of cadres and interviewing with the staffs,we divide their needs from low to high into basic living needs,social communication needs and self-evolving needs under ERG demand theory.Based on questionnaires and interviews,their self-evolving needs are limited and they tend to grow high demands for other two needs.Since the fact that few social communication programs together with low professional level of basic living services in the cadres’ sanatorium,socialization of elderly care service for retired cadres becomes a necessary solution.The restriction of era in cadres’ sanatorium,such as problems in motivation system,service and supply mode,makes it impossible to adjust to current social condition.This part also probes potential obstacles in socialization including conceptual barrier such as dependence on service,resistance of workers and deviation of service concept within cadres’ sanatorium,as well as difficulties in objective system like the absence of policy and path dependence of the structure.Based on the above analysis,this thesis advocates following statements under the new public service theory.First,we need to strengthen the diversity and coordination of supply subjects in terms of service subjects and consider the difference of responsibility distribution among subjects for demands.Next,we shall enhance the applicability and pertinence of the content in the service content and adjust the service concept of the project and staffs.In terms of service mode,we should promote its socialization and standardization,multistage popularization and multiple implementations of socialization,while enhancing the professionalism of services simultaneously.However,the target this thesis studies has regional as well as other limitations,so further research needs to be done.
