In the early days of the founding of new China,life-long cadre employment system was implemented in our country,without a clear retirement age.By the Third Plenary Session of the Eleventh Central Committee,the aging problem of the cadres had become more and more serious.To solve this problem,China had established the retirement system of veteran cadres,so that it could be separated from the retirement system.The retirement system of veteran cadres has been an important achievement of the reform of the personnel system for cadres,and has made an important contribution to the abolition of the life-long cadre employment system and the replacement of new and old cadres in China.The local sanatoriums for retired veteran cadres(hereinafter referred to as the cadre's sanatoriums)is the product of the retirement system of veteran cadres,which is the place for centralized settlement of retired veteran cadres.For a long time,according to the requirement that "the basic political treatment remains unchanged,the living treatment should be slightly better,and give them enough chance to play their role well",the cadre's sanatoriums have done their best andachieved the goal of "reassuring the Party Committee and satisfying the veteran cadres".However,as time goes by,the development of cadre's sanatoriums is faced with many new situations,which are mainly reflected in the decrease of the number of service objects,changes in the demand of service objects,diversification of residential personnel structure,outdated infrastructure,inadequate development vitality and wasting of resources.Especially in the context of the ending of retirement system of veteran cadres,the equalization of social security and the reform of government-supported nonprofit institutions,the transformation and development of cadre's sanatoriums is imperative.According to the theory of organizational change,it is necessary to analyze the changes of internal and external environment,make good use of the impetus of change.Cadre's sanatoriums must transform actively and timely.In recent years,cadre's sanatoriums have carried out some fruitful transformationexplorations in light of their own reality.In the process of transformation,there are also some problems,such as lack of top-level design,lack of awareness of transformation,lack of broad thinking,lack of strength,poor communication between superiors and subordinates,and more concerns of service clients.In the process of transformation,strengthen top-level design should be the first step,formulating national guidance,advancing the transformation with the reform of government-supported nonprofit institutions and the personnel system for cadres are necessary.We should handle the relationship between short-term and long-term,transformation and stability,inheritance and innovation well.We should think together,promote the transformation together,recognize clearly that the transformation of the cadre Rest Center is forced by the situation,rare opportunities and an get great achievements.We should clear transformation objectives,adopt different measures and treat them in different ways.According to the number of service objects and the level of the transformation,the cadre's sanatoriums have three transformation modes: "sewing and mending","bold and resolute" and “ take away the firewood from under the cauldron”.Higher departments and retired veteran cadres should form a joint force,government departments should also form a joint force to promote transformation.In addition,social forces should be encouraged to participate in the transformation,and the problem of departure and retention of staff,as well as the problem of house property rights should be solved.
