Research On Community Governance In Wuhan City Under New Residential Form

In recent years,with the development of market economy system in China,the housing management mechanism has also undergone significant changes.The traditional rural residential farmhouse,collective dormitory of enterprises and institutions have been replaced by the housing structure dominated by commercial housing.The original unit-based urban grass-roots social management system has been broken,and the original property management has been unable to meet the current development.Needs,seeking innovative property management governance system application emerged.Normalized concept of property management is a new category to many ordinary people.It is necessary to seek the best living relationship between community owners,property management companies,community neighborhood committees and grass-roots party organizations in the new period.Community governance system is a meta-problem of community governance.This study puts forward the concept of community governance system based on governance theory.Starting from the three-dimensional analysis framework of government,market and society,through the community survey of Jianghan District and Jiangan District in Wuhan City,it analyses the three main community governance bodies of government,market and society and their mutual relations,and finds it in a non-benign running state:The trend of administration of Community Neighborhood is serious、Lag of system reform of administrative division、Infringement of property rights in community shared resources、Qualitative dislocation of property service enterprises,the development of social organizations lags behind and the construction of owners’committees is difficult,and so on.These salient institutional issues have brought new challenges to community governance in terms of institutional innovation.Therefore,deepening community reform in an all-round way and speeding up the reform and innovation of community governance system are the fundamental ways to solve the problem of community governance.In community management and community culture construction,property management is the most core issue.This paper clarifies the relationship between the status quo of property management and community culture construction,studies the relationship between property management and community culture construction,and expounds the inestimable role they play in the construction of urban civilization.
