Subjectivity issues occupy an important position in poverty development interventions.The researchers pointed out that the failure of a large number of social projects is due to the lack of subjectivity,the poor people can not participate in the implementation of the policy,and effective poverty governance should ensure the participation of the poor through institutional arrangements.In recent years,with the deepening of poverty alleviation and governance in China,there have been some spiritual poverty phenomena similar to "waiting for necessity" in the process of poverty alleviation,which has made the initiative of the poor people unable to be maximized,which has spawned many social contradictions and problems.This paper is a case study based on a community.Through the analysis of Lu Village’s"spiritual poverty" problem and its intervention process in poverty alleviation,it aims to explore the good strategies to activate the intervention of the poor population.The study found that Lu Village’s "mental poverty" problem in the fight against poverty and the process of intervention are roughly divided into three stages:In the early development stage of Lu Village,the rural elite played a vital role and had many positive effects on the village’s industry and economic development.At the same time,however,some problems have also arisen.Because the government pursues rigid targets,the limited resources of the village are occupied by rural elites,which makes the poor people into a passive situation.There has been a phenomenon of welfare and survival,,it shows the lack of desire and ability to develop.With the improvement of the national policy environment,Lu Village continued to optimize the village governance mode,from a single focus on national policy implementation,to a community-based refined governance approach,and began to focus on the mining of community cultural resources.In addition,Lu Village promoted the "village autonomy model" of the "referendum" to stimulate the enthusiasm and initiative of the poor to participate in the village public affairs,and constructed the social connection between the poor and the rural communities.In the final stage of the governance of "mental poverty",there are still some poor people who are relatively "stubborn" in their thinking,which restricts the overall development of rural communities.This also puts forward further requirements for the poverty reduction governance of Lu Village,exerting the fine tradition of the work of the masses and the masses through emotional mobilization,in order to realize the subjectivity of the poor in the development process.Lu Village’s practice of "mental poverty" governance reflects the poverty reduction governance system from the three levels of policy system,cultural system and emotional mobilization.It is one of theoretical significance for us to examine the phenomenon of discord and inconsistency between the development of the spiritual level and the development of poverty alleviation.At the same time,for the practice of poverty management,the activation of the subjectivity of the development intervention of the poor population is conducive to the transformation from "transfusion-type" external poverty alleviation to"hematopoietic" endogenous development,enriching the road model of poverty alleviation and development with Chinese characteristics.And it will further promote the sharing and development of international poverty reduction.
