Study On Assessment Of Smart City Construction Level

The urbanization problems,advances in information technology and foreign exploration of “smart city” make city information appear and constantly change to adapt to the development.In the process of froming the proposal,construction,development and perfection of smart city,policy guidance at the central level and practice and innovation at the local level have played a huge role,and there is a notable construction result.Therefore,the assessment of the achievements of construction and development has become a research hotspot.At the same time,in accordance with the current situation of cities,policies at the central level,domestic and foreign assessment system,the construction of smart city assessment index system and empirical research can analyze the construction results of the empirical object and promote the optimization of the assessment system,which enables it to have the characteristics of development,adaptability and innovation.Based on the articles about the overall assessment of smart city,which is the main source of the concrete index.The author combed,screened and optimized the dimension and the concrete index,and formed the assessment system of this article.The authors introduced the analytic hierarchy process and the fuzzy comprehensive method,taking Xi’an as an example,the author collected index data,and used the fuzzy comprehensive assessment method to analyze the construction and development achievements of Xi’an in 2018.Besides,according to the definitions of smart city clarified in the essay,the author made an in-depth analysis from the perspective of system and present situation and put forward the suggestion to improve the construction and development level.Taking the measurement theory of city information as the source of selecting specific index,weighing and assessing methods,the authors made the general system theory run through the whole essay.Supported by the measurement theory of city information as well as the choice of methods,searching document with “smart city and assessment”,screening the documents according to abstract,keywords,content,the author obtained 67 essays assessing smart city.Also,the author analyzed the assessment dimensions and the specific index from the aspects of quality and content by using frequency statistics method,to determine assessment index dimension and the original index database.After the screening by experts,the improvement of special policy of statistical optimization,the author made smart city construction level index system.Experts were selected to score and determine the weight of the index in the form of questionnaires.Index data and standard data were obtained through the Statistical Yearbook,government websites,relevant reports,Internet search and other channels.Then,based on the fuzzy comprehensive assessment method,the construction effect of Xi’an in 2018 was assessed.Study found that 2018 Xi’an construction level belonged to the average level,but each dimension developed unbalancedly: smart infrastructure,smart management and smart environment construction are good,and it exists in the stage of development and improvement,but the construction of smart service,smart economy and humanistic science literacy were bad,which needed to focus on development.From the concept of system,the author put forward steadily promoting the construction of infrastructure,vigorously facilitating the improvement of smart industry,and vigorously supporting the training of technical personnel,to meet the needs of management services in multiple aspects and promote the development of later construction from the perspective of concrete practice.
